Tapu Resmi
The tapu resmi was a feudal land tax in the Ottoman Empire. A ''tapu'' was the equivalent of a title deed for farmland, in a feudal system where farmers were proprietors rather than outright owners; this would be recorded in a ''tapu tahrir'', a survey of land ownership and land grants which the Ottoman government used to update land-tax records, and which are now valuable to historians. Not all land was subject to the tapu system; iltizam tax-farming was more commonly applied to non-tapu land. A prominent 16th-century legal theorist argued that tapu resmi was contrary to shari'ah law, and was effectively a bribe; however, tapu resmi continued to be used across the Ottoman Empire. Tapu resmi was a ''divani'' tax on these land titles, payable to the timar holder. Feudal System
Feudalism, also known as the feudal system, was the combination of the legal, economic, military, cultural and political customs that flourished in medieval Europe between the 9th and 15th centuries. Broadly defined, it was a way of structuring society around relationships that were derived from the holding of land in exchange for service or labour. Iltizam
An Iltizām (Arabic التزام) was a form of tax farm that appeared in the 15th century in the Ottoman Empire. The system began under Mehmed the Conqueror and was abolished during the Tanzimat reforms in 1856. Iltizams were sold off by the government to wealthy notables, who would then reap up to five times the amount they had paid by taxing the peasants and extracting agricultural production. It was a system that was very profitable and was of great benefit to the Egyptian aristocracy under the Mameluks, and helped create a large and powerful elite. Timar
A timar was a land grant by the sultans of the Ottoman Empire between the fourteenth and sixteenth centuries, with an annual tax revenue of less than 20,000 akçes. The revenues produced from the land acted as compensation for military service. A holder of a timar was known as a timariot. Resm-i çift
The Resm-i Çift (''Çift Akçesi'' or ''Çift resmi'') was a tax in the Ottoman Empire. It was a tax on farmland, assessed at a fixed annual rate per çift, and paid by land-owning Muslims. Some Imams and some civil servants were exempted from the resm-i çift. The tax was collected annually, on 1 March, from the holder of the timar or their tax-farmer. Some exemptions from resm-i çift were granted, but this was less common than exemptions from extraordinary taxes. Some of the ''sadat'' were initially considered exempt from taxes such as the resm-i çift, but this exemption ended in the 17th century; there were various exemptions for those involved in salt-making and mining. Vilayet
A vilayet ( ota, , "province"), also known by #Names, various other names, was a first-order administrative division of the later Ottoman Empire. It was introduced in the Vilayet Law of 21 January 1867, part of the Tanzimat reform movement initiated by the Ottoman Reform Edict of 1856. The Danube Vilayet had been specially formed in 1864 as an experiment under the leading reformer Midhat Pasha. The Vilayet Law expanded its use, but it was not until 1884 that it was applied to all of the empire's provinces. Akçe
The ''akçe'' or ''akça'' (also spelled ''akche'', ''akcheh''; ota, آقچه; ) refers to a silver coin which was the chief monetary unit of the Ottoman Empire. The word itself evolved from the word "silver or silver money", this word is derived from the Turkish ''ak'' ("white") and the diminutive suffix -''ça''. Three ''akçe''s were equal to one ''para''. One-hundred and twenty ''akçe''s equalled one ''kuruş''. Later after 1687 the ''kuruş'' became the main unit of account, replacing the ''akçe''. In 1843, the silver ''kuruş'' was joined by the gold lira in a bimetallic system. Its weight fluctuated, one source estimates it is between 1.15 and 1.18 grams. Adet-i Deştbani
The adet-i deştbani (sometimes known as resm-i destbani) was a charge, or tax, in the Ottoman Empire, which was a penalty for crop damage. The adet-i deştbani may have arisen as a result of tension between nomadic livestock-herders and settled farmers; the former's animals would encroach on, and damage, the latter's arable land; to discourage this, an official called a deştban (who was responsible to a sipahi) was responsible for crop protection - they also guarded against crop theft. If a farmer's horses, cattle, sheep or goats escaped and damaged another person's crops, then the farmer was liable to pay a fine, of a fixed amount per animal. This was separate from any compensation to the owner of the crops. Tanzimat
The Tanzimat (; ota, تنظيمات, translit=Tanzimāt, lit=Reorganization, ''see'' nizām) was a period of reform in the Ottoman Empire that began with the Gülhane Hatt-ı Şerif in 1839 and ended with the First Constitutional Era in 1876. The Tanzimat era began with the purpose, not of radical transformation, but of modernization, desiring to consolidate the social and political foundations of the Ottoman Empire.
