Rump Legislature
A rump legislature is a legislature formed of part, usually a minority, of the legislators originally elected or appointed to office. The word "rump" normally refers to the back end of an animal; its use meaning "remnant" was first recorded in the context of the 17th century Rump Parliament in England. Since 1649, the term "rump parliament" has been used to refer to any parliament left over after the true parliament has formally dissolved. In the United States in the 19th century, upon the secession of Virginia from the union on April 27, 1861, anti-secessionist legislators convened a rump legislature and formed a pro-Union reformed government which claimed to represent all of Virginia. This reformed government authorized the creation of the state of Kanawha, later renamed West Virginia. A rump state is the remnant of a once much larger state, left with a reduced territory in the wake of secession, annexation, occupation, decolonization, or a successful coup d'état or revolution on part of its former territory. The Twelfth Texas Legislature met from February 8, 1870 to December 2, 1871 in four sessions — provisional, called, regular, and adjourned. Senate There were incidents with Indian marauders and cattle thieves in Texas and on May 6, 1870, Senator Theodor Rudolph Hertzberg introduced a bill to reorganize the state militia. The bill included provisions for a unique "state guard" and for martial law. David Webster Flanagan who had for years been a staunch Radical Republican opposed the bill because of its clauses allowing Governor Edmund J. Davis to impose martial law. IRA Army Council
The IRA Army Council was the decision-making body of the Provisional Irish Republican Army, a paramilitary group dedicated to bringing about independence to the whole island of Ireland and the end of the Union between Northern Ireland and Great Britain. The Oireachtas of the Irish Free State ( ga, Oireachtas Shaorstát Éireann) was the legislature of the Irish Free State from 1922 until 1937. It was established by the 1922 Constitution of Ireland which was based from the Anglo-Irish Treaty. It was the first independent Irish Parliament officially recognised outside Ireland since the historic Parliament of Ireland which was abolished with the Acts of Union 1800. 1922 Irish General Election
The 1922 Irish general election took place in Southern Ireland on Friday, 16 June. The election was separately called by a resolution of Dáil Éireann on 19 May and by an order of the Provisional Government on 27 May. The body elected was thus both the Third Dáil and provisional parliament replacing the parliament of Southern Ireland, under the provisions of the 1921 Anglo-Irish Treaty to elect a constituent assembly paving the way for the formal establishment of the Irish Free State. From 6 December 1922, it continued as the Dáil Éireann of the Irish Free State. The Third Dáil was elected at the general election held on 16 June 1922. This election was required to be held under the Anglo-Irish Treaty signed on 6 December 1921. It first met on 9 September and until 6 December 1922, it was the Provisional Parliament or the Constituent Assembly of Southern Ireland. 1921 Irish Elections
Two elections in Ireland took place in 1921, as a result of the Government of Ireland Act 1920 to establish the House of Commons of Northern Ireland and the House of Commons of Southern Ireland. The election was used by Irish Republicans as the basis of membership of the Second Dáil. Where contested, the elections used single transferable vote. Multi-member districts were used electing from three to eight members in each district.
