The Radio Amateur Civil Emergency Service (RACES) is an emergency radio service authorized in Part 97.407 of the Federal Communications Commission (FCC) rules and regulations governing amateur radio in the United States."Part 97: Amateur Radio Service"
From American Radio Relay League web site. Retrieved Feb. 15, 2008.
The concept of a standby "Radio Amateur Civil Emergency Service" to replace the conventional "Amateur Radio Service" during wartime was developed in 1952 as result of input from the American Radio Relay League and the Department of the Army's Office of Civil Defense. During World War II, the Amateur Radio Service had been silenced and a new War Emergency Radio Service (WERS) had to be created from scratch in a process that took six months. The resulting standby RACES service was designed ...

Federal Communications Commission
The Federal Communications Commission (FCC) is an independent agency of the United States federal government that regulates communications by radio, television, wire, satellite, and cable across the United States. The FCC maintains jurisdiction over the areas of broadband access, fair competition, radio frequency use, media responsibility, public safety, and homeland security. The FCC was formed by the Communications Act of 1934 to replace the radio regulation functions of the Federal Radio Commission. The FCC took over wire communication regulation from the Interstate Commerce Commission. The FCC's mandated jurisdiction covers the 50 states, the District of Columbia, and the territories of the United States. The FCC also provides varied degrees of cooperation, oversight, and leadership for similar communications bodies in other countries of North America. The FCC is funded entirely by regulatory fees. It has an estimated fiscal-2022 budget of US $388 million. It has 1,482 ...

Civil Defense
Civil defense ( en, region=gb, civil defence) or civil protection is an effort to protect the citizens of a state (generally non-combatants) from man-made and natural disasters. It uses the principles of emergency operations: prevention, mitigation, preparation, response, or emergency evacuation and recovery. Programs of this sort were initially discussed at least as early as the 1920s and were implemented in some countries during the 1930s as the threat of war and aerial bombardment grew. Civil-defense structures became widespread after authorities recognised the threats posed by nuclear weapons. Since the end of the Cold War, the focus of civil defense has largely shifted from responding to military attack to dealing with emergencies and disasters in general. The new concept is characterised by a number of terms, each of which has its own specific shade of meaning, such as ''crisis management'', '' emergency management'', ''emergency preparedness'', ''contingency planning' ...

Emergency Communication
An emergency is an urgent, unexpected, and usually dangerous situation that poses an immediate risk to health, life, property, or environment and requires immediate action. Most emergencies require urgent intervention to prevent a worsening of the situation, although in some situations, mitigation may not be possible and agencies may only be able to offer palliative care for the aftermath. While some emergencies are self-evident (such as a natural disaster that threatens many lives), many smaller incidents require that an observer (or affected party) decide whether it qualifies as an emergency. The precise definition of an emergency, the agencies involved and the procedures used, vary by jurisdiction, and this is usually set by the government, whose agencies (emergency services) are responsible for emergency planning and management. Defining an emergency An incident, to be an emergency, conforms to one or more of the following, if it: * Poses an immediate threat to life, hea ...

Disaster Preparedness In The United States
A disaster is a serious problem occurring over a short or long period of time that causes widespread human, material, economic or environmental loss which exceeds the ability of the affected community or society to cope using its own resources. Disasters are routinely divided into either "natural disasters" caused by natural hazards or "human-instigated disasters" caused from anthropogenic hazards. However, in modern times, the divide between natural, human-made and human-accelerated disasters is difficult to draw. Examples of natural hazards include avalanches, flooding, cold waves and heat waves, droughts, earthquakes, cyclones, landslides, lightning, tsunamis, volcanic activity, wildfires, and winter precipitation. Examples of anthropogenic hazards include criminality, civil disorder, terrorism, war, industrial hazards, engineering hazards, power outages, fire, hazards caused by transportation, and environmental hazards. Developing countries suffer the greatest costs whe ...

Amateur Radio Emergency Communications Organizations
An amateur () is generally considered a person who pursues an avocation independent from their source of income. Amateurs and their pursuits are also described as popular, informal, self-taught, user-generated, DIY, and hobbyist. History Historically, the amateur was considered to be the ideal balance between pure intent, open mind, and the interest or passion for a subject. That ideology spanned many different fields of interest. It may have its roots in the ancient Greek philosophy of amateur athletes competing in the Olympics. The ancient Greek citizens spent most of their time in other pursuits, but competed according to their natural talents and abilities. The "gentleman amateur" was a phenomenon among the gentry of Great Britain from the 17th century until the 20th century. With the start of the Age of Reason, with people thinking more about how the world works around them, (see science in the Age of Enlightenment), things like the cabinets of curiosities, and the w ...

Skywarn
Skywarn (sometimes stylized as SKYWARN) is a program of the National Weather Service (NWS). Its mission is to collect reports of localized severe weather in the United States. These reports are used to aid forecasters in issuing and verifying severe weather watches and warnings and to improve the forecasting and warning processes and the tools used to collect meteorological data. Reports are also used by local emergency managers and public safety organizations. Skywarn consists of a network of severe storm spotters who observe weather conditions and make reports of severe weather to their local NWS offices. These spotters are regularly trained by personnel from the local NWS offices. In many areas, classes are conducted each spring in advance of the coming severe weather season. Many SKYWARN spotters use methods to communicate with one another during severe storm events. A notable example of this is through the use of amateur radio nets, which is still an important method since s ...

Amateur Radio Emergency Communications
In times of crisis and natural disasters, amateur radio is often used as a means of emergency communication when wireline, cell phones and other conventional means of communications fail. Unlike commercial systems, amateur radio is usually independent of terrestrial facilities that can fail. It is dispersed throughout a community without "choke points" such as cellular telephone sites that can be overloaded. Amateur radio operators are experienced in improvising antennas and power sources and most equipment today can be powered by an automobile battery. Annual " Field Days" are held in many countries to practice these emergency improvisational skills. Amateur radio operators can use hundreds of frequencies and can quickly establish networks tying disparate agencies together to enhance interoperability. Recent examples include the September 11 attacks on the World Trade Center in Manhattan in 2001, the 2003 North America blackout and Hurricane Katrina in September 2005, ...

RAYNET
The Radio Amateurs' Emergency Network, also known as RAYNET, is a British national voluntary communications service provided by amateur radio operators. It was formed in 1953 and exists to supplement national communication channels in the event of an emergency. The capitalised word RAYNET is now a registered trademark of the RAYNET-UK organisation. History The idea of RAYNET came into being in the aftermath of the North Sea flood of 1953, a natural disaster that damaged the communication cables along the east coast of England on the night of 31 January 1953. With communication lines crippled, the police authorities, in desperation, sought help from the few amateur radio operators then licensed, and, although illegal at that time, the Home Office permitted the use of amateur radios to direct and co-ordinate the rescue teams. The following year, an infant network first known as RAEN was formed. The Home Office conceded the desirability of an organisation which, in times of emerg ...

Emergency Management
Emergency management or disaster management is the managerial function charged with creating the framework within which communities reduce vulnerability to hazards and cope with disasters. Emergency management, despite its name, does not actually focus on the management of emergencies, which can be understood as minor events with limited impacts and are managed through the day to day functions of a community. Instead, emergency management focuses on the management of disasters, which are events that produce more impacts than a community can handle on its own. The management of disasters tends to require some combination of activity from individuals and households, organizations, local, and/or higher levels of government. Although many different terminologies exist globally, the activities of emergency management can be generally categorized into preparedness, response, mitigation, and recovery, although other terms such as disaster risk reduction and prevention are also common. Th ...
