In the United States, a presidential finding, more formally known as a Memorandum of Notification (MON), is a presidential directive required by statute to be delivered to certain Congressional committees to justify the commencement of covert operations by the Central Intelligence Agency (CIA). History Current use of the presidential finding stems from the so-called Hughes–Ryan Amendment to the Foreign Assistance Act of 1974, which prohibited the expenditure of appropriated funds by or on behalf of the CIA for intelligence activities "unless and until the President finds that each such operation is important to the national security of the United States and reports, in a timely fashion, a description and scope of such operation to the appropriate committees of Congress" (section 662). Agricultural Trade Development And Assistance Act Of 1954
The Agricultural Trade Development and Assistance Act of 1954 (, enacted July 10, 1954) is a United States federal law that established Food for Peace, the primary and first permanent US organization for food assistance to foreign nations. The Act was signed into law on July 10, 1954, by President Dwight D. Eisenhower. The act was popular in Congress because it allowed American farmers to sell their surplus commodities, fed hungry people, and developed future markets. According to Eisenhower, the purpose of the legislation was to "lay the basis for a permanent expansion of our exports of agricultural products with lasting benefits to ourselves and peoples and peoples of other lands." Presidential Directive
A presidential directive, or executive action, is a written or oral instruction or declaration issued by the president of the United States, which may draw upon the powers vested in the president by the U.S. Constitution, statutory law, or, in certain cases, congressional and judicial acquiescence. Such directives, which have been issued since the earliest days of the federal government, have become known by various names, and some have prescribed forms and purposes. Presidential directives remain in effect until they are revoked, which the president is free to do. A congressional committee is a legislative sub-organization in the United States Congress that handles a specific duty (rather than the general duties of Congress). Covert Operations
A covert operation is a military operation intended to conceal the identity of (or allow plausible deniability by) the party that instigated the operation. Covert operations should not be confused with clandestine operations, which are performed in secret and meant to stay secret. Covert operations aim to secretly fulfill their mission objectives without anyone knowing who sponsored or carried out the operation, or in some cases, without anyone knowing that the operation has even occurred. Impact According to a 2018 study by University of Chicago political scientist Austin Carson, covert operations may have the beneficial effect of preventing escalation of disputes into full-blown wars. Hughes–Ryan Amendment
The Hughes–Ryan Amendment was an amendment to the Foreign Assistance Act of 1961, passed as section 32 of the Foreign Assistance Act of 1974. The amendment was named for its co-authors, Senator Harold E. Hughes (D-Iowa) and Representative Leo Ryan (D-CA). The amendment required the President of the United States to report all covert actions of the Central Intelligence Agency to one or more Congressional committees. Foreign Assistance Act Of 1974
The Foreign Assistance Act of 1974 () was an Act of the 93rd United States Congress that added several amendments to the Foreign Assistance Act of 1961. Aid to South Vietnam The Act effectively eliminated aid and military funding for South Vietnam. Direct US involvement in Vietnam was already prohibited under the Case–Church Amendment, and the termination of US funding and indirect support for South Vietnam was a significant factor leading to the Fall of Saigon. Covert actions The Act also included the Hughes–Ryan Amendment, which required the President to report all covert operations of the CIA to Congress within a set time limit, and placed limits on the funding of such operations.
