Phytosanitary Certification
Phytosanitary certification is used to attest that consignments meet phytosanitary (regarding plants) import requirements and is undertaken by an NPPO (National Plant Protection Organisation). A phytosanitary certificate for export or for re-export can be issued only by a public officer who is technically qualified and duly authorised by an NPPO ( ISPM 12). A phytosanitary certificate for export is usually issued by the NPPO of the country where the plants, plant products or regulated articles were grown or processed (1). Phytosanitary certificates are issued to indicate that consignments of plants, plant products or other regulated articles meet specified phytosanitary import requirements and are in conformity with the certifying statement of the appropriate model certificate. Phytosanitary certificates should only be issued for this purpose. USDA, APHIS, and PPQ US designated NPPO - Plant Protection and Quarantine (PPQ) maintains the export program for the United States ex ...

Phytosanitary Inspection
Plant pathology (also phytopathology) is the scientific study of diseases in plants caused by pathogens (infectious organisms) and environmental conditions (physiological factors). Organisms that cause infectious disease include fungi, oomycetes, bacteria, viruses, viroids, virus-like organisms, phytoplasmas, protozoa, nematodes and parasitic plants. Not included are ectoparasites like insects, mites, vertebrate, or other pests that affect plant health by eating plant tissues. Plant pathology also involves the study of pathogen identification, disease etiology, disease cycles, economic impact, plant disease epidemiology, plant disease resistance, how plant diseases affect humans and animals, pathosystem genetics, and management of plant diseases. Overview Control of plant diseases is crucial to the reliable production of food, and it provides significant problems in agricultural use of land, water, fuel and other inputs. Plants in both natural and cultivated population ...

Phytosanitary Irradiation
Phytosanitary irradiation is a treatment that uses ionizing radiation on commodities, such as fruits and vegetables to inactivate pests, such as insects. This method is used for international food trade as a means to prevent spread of non-native organisms. It is used as an alternative to conventional techniques, which includes heat treatment, cold treatment, pesticide sprays, high pressure treatment, cleaning, waxing or chemical fumigation. It is often used on spices, grains, and non-food items. It inhibits the species reproduction cycle by destroying nuclear material primarily, whereas other methods are measured by species mortality. Each country has different effective approved dosages, although most follow guidelines established by the IPPC which has issued guidelines referred to as the International Standards for Phytosanitary Measures (ISPM). The most commonly used dose is 400 Gy (as a broad spectrum, generic treatment) based on USDA-APHIS guidelines. History The foundation ...

Sanitary And Phytosanitary Measures And Agreements
Sanitary and phytosanitary (SPS) measures are measures to protect humans, animals, and plants from diseases, pests, or contaminants. Overview The Agreement on the Application of Sanitary and Phytosanitary Measures is one of the final documents approved at the conclusion of the Uruguay Round of the Multilateral Trade Negotiations. It applies to all sanitary (relating to animals) and phytosanitary (relating to plants) (SPS) measures that may have a direct or indirect impact on international trade. The SPS agreement includes a series of understandings (trade disciplines) on how SPS measures will be established and used by countries when they establish, revise, or apply their domestic laws and regulations. Countries agree to base their SPS standards on science, and as guidance for their actions, the agreement encourages countries to use standards set by international standard setting organizations. The SPS agreement seeks to ensure that SPS measures will not arbitrarily or unjustifi ...

Agreement On The Application Of Sanitary And Phytosanitary Measures
The Agreement on the Application of Sanitary and Phytosanitary Measures, also known as the SPS Agreement or just SPS, is an international treaty of the World Trade Organization (WTO). It was negotiated during the Uruguay Round of the General Agreement on Tariffs and Trade (GATT), and entered into force with the establishment of the WTO at the beginning of 1995. Broadly, the sanitary and phytosanitary ("SPS") measures covered by the agreement are those aimed at the protection of human, animal or plant life or health from certain risks. Under the SPS agreement, the WTO sets constraints on member-states' policies relating to food safety (bacterial contaminants, pesticides, inspection and labelling) as well as animal and plant health (phytosanitation) with respect to imported pests and diseases. There are 3 standards organizations who set standards that WTO members should base their SPS methodologies on. As provided for in Article 3, they are the Codex Alimentarius Commission (Codex), ...

Risk Assessment Under The Sanitary And Phytosanitary Agreement
The Agreement on the Application of Sanitary and Phytosanitary Measures (the "SPS Agreement") governs rules for food safety and animal and plant health standards. The SPS Agreement permits countries to implement measures provided that they are based on science, are applied only to the extent necessary to protect human, animal and plant life or health and do not arbitrarily or unjustifiably discriminate between countries where identical or similar conditions prevail. Description A critical feature of the SPS Agreement is that Sanitary and Phytosanitary measures (“SPS measures”) must be based on a ‘risk assessment’. Article 2.2 of the SPS Agreement requires SPS measures to be maintained with sufficient scientific evidence. Furthermore, SPS measures must be based on appropriate assessments of the risks to human, animal or plant life or health. The risk assessment must, but is not limited to, consider: scientific evidence, relevant processes and production methods, relevant insp ...

Phytosanitary Certificate Issuance And Tracking System
Animal and Plant Health Inspection Service (APHIS) and Plant Protection and Quarantine (PPQ) are responsible for safeguarding agriculture and natural resources from the risks associated with the entry, establishment, or spread of animal and plant pests and noxious weeds. The Phytosanitary Certificate Issuance and Tracking (PCIT) system tracks the inspection of agricultural products and certifies compliance with plant health standards of importing countries. This capability provides APHIS/PPQ better security, reporting functions, and monitoring capabilities for exported commodities. The PCIT also provides a link to the PExD. PExD is a repository of phytosanitary import requirements of U.S. origin commodities to foreign countries. PExD enhances Plant Protection and Quarantine’s (PPQ’s) ability to maintain the export program for United States exporters. PExD will support PPQ’s Phytosanitary Issues Management (PIM) Export Services (ES) with the task of entering export summaries ...
