Officier De Plume
In the ancien Régime French Navy, officiers de plume (literally pen officers) were officers working in the administration of ports and colonies, as opposed to officiers d'épée, who were officers at sea. These were the two principal corps of the French navy up until the 18th century. Since the institution of class (maritime conscription), a third corps was instituted: the corps of "officiers des classes", in charge of recruiting sailors to man the king's naval vessels. History Of The French Navy
Although the history of the French Navy goes back to the Middle Ages, its history can be said to effectively begin with Richelieu under Louis XIII. Since the establishment of her present territory, France had to face three major challenges on the naval level: *Geographically France had two large sections of coastline separated by the Iberian Peninsula (Spain and Portugal), so she had to keep two naval forces and divide resources between the Mediterranean Sea and the Atlantic Ocean. *Politically and strategically France's main threats came from Central Europe which required a strong army rather than a strong navy. *Inconsistent support for her navy. To be effective, navies require infrastructure, ports, dockyards, foundries which must be maintained in peacetime. Officers and crews need plenty of experience at sea. Officiers D'épée
The rank insignia of the French Navy (french: Marine Nationale) are worn on shoulder straps of shirts and white jackets, and on sleeves for navy jackets and mantels. Until 2005, only commissioned officers had an anchor on their insignia, but enlisted personnel are now receiving them as well. Although the names of the ranks for superior officers contain the word "Capitaine" (''Capitaine de corvette'', ''Capitaine de frégate'' and ''Capitaine de vaisseau''), the appropriate style to address them is "Commandant", "Capitaine" referring to "lieutenant de vaisseau", which is translated as lieutenant. The two highest ranks, ''Vice-amiral d'escadre'' and ''Amiral'' (Admiral), are functions, rather than ranks. They are assumed by officers ranking ''Vice-Amiral'' ( Vice-Admiral).
