Russian-occupied territories of Ukraine are areas of Ukraine that are currently ''de facto'' controlled by the Russian government in the course of the Russo-Ukrainian war. In Ukrainian law, they are defined as the "temporarily occupied territories of Ukraine" ( ua, Тимчасово окупована територія України, translit=Tymchasovo okupovana terytoriia Ukrainy). Ukrainian law made no distinction between Russian and "pro-Russian" administrations before the Russian government claimed to "annex" them in September 2022. The Russian occupation of Sumy Oblast was a military occupation that began on 24 February 2022, when Russian forces invaded Ukraine and began capturing parts of the Sumy Oblast. The capital of the Oblast, Sumy, was never captured by Russian forces, however, other cites were captured including Konotop and Trostianets. A military counteroffensive was launched by Ukraine on 29 August 2022 to expel Russian forces occupying the southern regions of Kherson and Mykolaiv oblasts.
