Housing Benefit
Housing Benefit is a means-tested social security benefit in the United Kingdom that is intended to help meet housing costs for rented accommodation. It is the second biggest item in the Department for Work and Pensions' budget after the state pension, totalling £23.8 billion in 2013–14. The primary legislation governing Housing Benefit is the Social Security Contributions and Benefits Act 1992. Operationally, the governing regulations are statutory instruments arising from that Act. It is governed by one of two sets of regulations. For working age claimants it is governed by the "Housing Benefit Regulations 2006", but for those who have reached the qualifying age for Pension Credit (regardless of whether it has been claimed) it is governed by the "Housing Benefit (Persons who have attained the qualifying age for state pension credit) Regulations 2006". Means-test
A means test is a determination of whether an individual or family is eligible for government assistance or welfare, based upon whether the individual or family possesses the means to do without that help. Canada In Canada, means tests are used for Student loan, student finance (for post-secondary education), legal aid, and "welfare" (direct transfer payments to individuals to combat poverty). They are not generally used for primary and secondary education which are tax-funded. Means tests for public health insurance were once common but are now illegal, as the Canada Health Act of 1984 requires that all the provinces provide universal healthcare coverage to be eligible for subsidies from the federal government. Means tests are also not used for pensions and seniors' benefits, but there is a clawback of Old Age Security payments for people making over $69,562 (in 2012). Shelter (charity)
Shelter is a registered charity that campaigns for tenant rights in Great Britain. It gives advice, information and advocacy to people and lobbies government and local authorities for new laws and policies. It works in partnership with Shelter Cymru in Wales and the Housing Rights Service in Northern Ireland. The charity was founded in 1966 and raised 48.2 million pounds in 2020/21. Shelter helps people in housing need by providing advice and practical assistance, and campaigns for better investment in housing and for laws and policies to improve the lives of homeless and badly housed people. The Department of Social Security (DSS) was a governmental agency in the United Kingdom from 1988 to 2001. The old abbreviation is still often used informally. The Chartered Institute of Housing (CIH) is the professional body for those working in the housing profession in the United Kingdom. It has a royal charter, gained in 1984. Crisis (charity)
Crisis is the UK national charity for people experiencing homelessness. The charity offers year-round education, employment, housing and well-being services from centres in East London, Newcastle, Oxford, Edinburgh, South Yorkshire, South Wales, Croydon, Brent and Merseyside, called Crisis Skylight Centres. As well as year-round services Crisis runs Crisis at Christmas, which since 1972 has been offering food, warmth, companionship and vital services to homeless people over the Christmas period. In 2016 almost 4,600 homeless people visited Crisis at Christmas, which was run by about 10,500 volunteers. Homelessness in the United Kingdom is measured and responded to in differing ways in England, in Scotland, Wales and Northern Ireland but affects people living in all areas of the countries. Characteristics of people experiencing homelessness The UK homeless charity ''Shelter'' estimated in 2019 that the number of people in the England who were entirely homeless or in temporary accommodation was 280,000. Rough sleepers are only a small proportion of the homeless. Crisis estimates there are roughly 12,300 rough sleepers in the UK and also 12,000 people sleeping in sheds, bins, cars, tents and night busses.
