Norway is divided into 11 administrative regions, called counties (singular no, fylke, plural nb, fylker; nn, fylke from Old Norse: ''fylki'' from the word "folk", sme, fylka, sma, fylhke, smj, fylkka, fkv, fylkki) which until 1918 were known as '' amter''. The counties form the first-level administrative divisions of Norway and are further subdivided into 356 municipalities (''kommune'', pl. ''kommuner'' / ''kommunar''). The island territories of Svalbard and Jan Mayen are outside the county division and ruled directly at the national level. The capital Oslo is both a county and a municipality. In 2017, the Solberg government decided to abolish some of the counties and to merge them with other counties to form larger ones, reducing the number of counties from 19 to 11, which was implemented on 1 January 2020. Viken (county)
Viken is a county under disestablishment in Eastern Norway that was established on 1 January 2020 by the merger of Akershus, Buskerud and Østfold with the addition of three other municipalities. Viken was controversial from the onset, with an approval rating of about 20% in the region, and the merger was resisted by all the three counties. Viken has been compared to gerrymandering. The county executive of Viken determined in 2019, before the merger had taken effect, that the county's disestablishment is its main political goal, and the formal process to dissolve Viken was initiated by the county executive in right after the 2021 Norwegian parliamentary election in which parties seeking to reverse the merger won a majority. Vestfold og Telemark (; ) is a county under disestablishment in Norway. The county is the southernmost one of Eastern Norway and consists of two distinct and separate traditional regions: the former counties of Telemark and (most of) Vestfold. The capital is located at the town of Skien, which is also the county's largest city. While Skien is the seat of the county municipality, the seat of the County Governor is Tønsberg. It borders the counties of Viken, Vestland, Rogaland and Agder. Else-May Norderhus (née Botten; born 16 August 1973, in Halsa) is a Norwegian politician for the Norwegian Labour Party. She was elected to the Storting from Møre og Romsdal county in 2009. A county municipality ( no, Fylkeskommune) is a Norwegian public elected body that is responsible for certain public administrative and service tasks within a county. Each county consists of county municipality, with the exception of Oslo, which is both a municipality and a county municipality.
