Federal Disaster Area
A disaster area is a region or a locale that has been heavily damaged by either natural, technological or social hazards. Disaster areas affect the population living in the community by dramatic increase in expense, loss of energy, food and services; and finally increase the risk of disease for citizens. An area that has been struck with a natural, technological or sociological hazard that opens the affected area for national or international aid. Natural hazard A natural hazard is a negative process of phenomena created naturally (tornadoes, hurricanes, tsunamis, floods, earthquakes) that will affect people or the environment. Tornadoes Tornadoes are narrow, aggressively rotating columns of air that come from the base of a thunderstorm, and are the most violent of storms. Meulaboh (Jawi alphabet, Jawoë: ملابوه; or ''Moulabouh'') is the capital of West Aceh Regency, Indonesia. Geography Meulaboh is about 245 km southeast of Banda Aceh, the capital of Aceh province. Meulaboh is located in the western part of Sumatra island. 2004 Indian Ocean earthquake event "The casualty rates in Meulaboh defy imagination," said Aitor Lacomba, Indonesian director of aid group International Rescue Committee. "Tens of thousands need immediate assistance there." A damaged airstrip was cleared, enabling International Red Cross medical teams from Japan, Spain and Singapore to begin treating survivors. Terrorism, in its broadest sense, is the use of criminal violence to provoke a state of terror or fear, mostly with the intention to achieve political or religious aims. State Of Emergency
A state of emergency is a situation in which a government is empowered to be able to put through policies that it would normally not be permitted to do, for the safety and protection of its citizens. A government can declare such a state during a natural disaster, civil unrest, armed conflict, medical pandemic or epidemic or other biosecurity risk. ''Justitium'' is its equivalent in Roman law—a concept in which the Roman Senate could put forward a final decree (''senatus consultum ultimum'') that was not subject to dispute yet helped save lives in times of strife. Emergency Management
Emergency management or disaster management is the managerial function charged with creating the framework within which communities reduce vulnerability to hazards and cope with disasters. Emergency management, despite its name, does not actually focus on the management of emergencies, which can be understood as minor events with limited impacts and are managed through the day to day functions of a community. Instead, emergency management focuses on the management of disasters, which are events that produce more impacts than a community can handle on its own. The management of disasters tends to require some combination of activity from individuals and households, organizations, local, and/or higher levels of government.
