Electoral Ward (South Africa)
In South Africa, wards are geopolitical subdivisions of municipalities used for electoral purposes. Each metropolitan and local municipality is delimited by the Municipal Demarcation Board into half as many wards as there are seats on the municipal council (rounding up if there are an odd number of seats). Each ward then elects one councillor directly, and the remaining councillors are elected from party list An electoral list is a grouping of candidates for election, usually found in proportional or mixed electoral systems, but also in some plurality electoral systems. A ward is a local authority area, typically used for electoral purposes. In some countries, wards are usually named after neighbourhoods, thoroughfares, parishes, landmarks, geographical features and in some cases historical figures connected to the area (e.g. William Morris Ward in the London Borough of Waltham Forest, England). In South Africa, a metropolitan municipality or Category A municipality is a municipality which executes all the functions of local government for a city or conurbation. This is by contrast to areas which are primarily rural, where the local government is divided into district municipalities and local municipalities. The Constitution, section 155.1.a, defines "Category A" municipalities. In the Municipal Structures Act it is laid out that this type of local government is to be used for conurbations, "centre of economic activity", areas "for which integrated development planning is desirable", and areas with "strong interdependent social and economic linkages". Municipal Demarcation Board
The Municipal Demarcation Board is an independent authority responsible for delimiting the boundaries of South African districts and municipalities and the boundaries of the electoral wards within those municipalities. General The Board was envisaged in section 155.(2)(b) of the Constitution, and created by thLocal Government: Municipal Demarcation Act, 1998 It consists of nine board members, appointed by the President for a five-year term. An electoral list is a grouping of candidates for election, usually found in proportional or mixed electoral systems, but also in some plurality electoral systems. An electoral list can be registered by a political party (a party list) or can constitute a group of independent candidates. Lists can be open, in which case electors have some influence over the ranking of the winning candidates, or closed, in which case the order of candidates is fixed at the registration of the list. 2021 South African Municipal Elections
The 2021 South African municipal elections were held on 1 November 2021, to elect councils for all district, metropolitan and local municipalities in each of the country's nine provinces. It is the sixth municipal election held in South Africa since the end of apartheid in 1994, held every five years. The previous municipal elections were held in 2016. On 21 April 2021, President Cyril Ramaphosa announced that the elections will be held on Wednesday, 27 October 2021. It had been recommend by Dikgang Moseneke to delay the municipal elections until 2022. The Electoral Commission of South Africa (IEC) requested the Constitutional Court to support the date postponement. The Economic Freedom Fighters (EFF) supported the date postponement while the Democratic Alliance (DA) was against the postponement of the date.
