Experimental Lakes Area
IISD Experimental Lakes Area (IISD-ELA, known as ELA before 2014) is an internationally unique research station encompassing 58 formerly pristine freshwater lakes in Kenora District Ontario, Canada. Previously run by Fisheries and Oceans Canada, after being de-funded by the Canadian Federal Government, the facility is now managed and operated by the International Institute for Sustainable Development (IISD) and has a mandate to investigate the aquatic effects of a wide variety of stresses on lakes and their catchments. IISD-ELA uses the whole ecosystem approach and makes long-term, whole-lake investigations of freshwater focusing on eutrophication. In an article published in AAAS's well-known scientific journal ''Science,'' Eric Stokstad described ELA's "extreme science" as the manipulation of whole lake ecosystem with ELA researchers collecting long-term records for climatology, hydrology, and limnology that address key issues in water management. The site has influenced public ...

Elative Case
In grammar, the elative case (abbreviated ; from la, efferre "to bring or carry out") is a locative grammatical case with the basic meaning "out of". Usage Uralic languages In Finnish, the elative is typically formed by adding ", in Estonian by adding to the genitive stem, in Livonian and in Erzya. In Hungarian, the suffix expresses the elative: fi, talosta - "out of the house, from the house" (Finnish = "house") - "out of the houses, from the houses" (Finnish = "houses") et, majast - "out of the house, from the house" (Estonian = "house") Erzya: - "out of the house, from the house" (Erzya = "house") hu, házból - "out of the house" (Hungarian = "house") In some dialects of Finnish it is common to drop the final vowel of the elative ending, which then becomes identical to the elative morpheme of Estonian; for example: . This pronunciation is common in southern Finland, appearing in the southwestern dialects and in some Tavastian dialects. Most other dialec ...

Basque Workers' Solidarity
Basque Workers' Solidarity (in Basque: ''Eusko Langileen Alkartasuna'' (ELA), in Spanish: ''Solidaridad de Trabajadores Vascos'' (STV)) is the most influential trade union in Basque Country, having been created, as ''Solidaridad de Obreros Vascos'', by members of the Basque Nationalist Party on June 10, 1911, in Bilbao. History It was opposed to the influence of trade unions who appealed to a working class ethos (Socialist UGT and Anarchist CNT), advocating instead a Basque nationalist outlook. Initially, ELA-STV was centered on projects of mutual assistance between its affiliates, as a vehicle for social security. It expanded with much more success in Guipúzcoa and Biscay than in Navarre and Álava. ELA-STV was caught in the fighting of the Spanish Civil War, and banned by the Francoist State. It reemerged in 1976, during the transition to democracy. Today, it has over 105,000 members. In the 70's ELA abandoned its original social-christian ideology in favour of more s ...

Error Level Analysis
Error level analysis (ELA) is the analysis of compression artifacts in digital data with lossy compression such as JPEG. Principles When used, lossy compression is normally applied uniformly to a set of data, such as an image, resulting in a uniform level of compression artifacts. Alternatively, the data may consist of parts with different levels of compression artifacts. This difference may arise from the different parts having been repeatedly subjected to the same lossy compression a different number of times, or the different parts having been subjected to different kinds of lossy compression. A difference in the level of compression artifacts in different parts of the data may therefore indicate that the data has been edited. In the case of JPEG, even a composite with parts subjected to matching compressions will have a difference in the compression artifacts. In order to make the typically faint compression artifacts more readily visible, the data to be analyzed is subje ...

Emergency Liquidity Assistance
A lender of last resort (LOLR) is the institution in a financial system that acts as the provider of liquidity to a financial institution which finds itself unable to obtain sufficient liquidity in the interbank lending market when other facilities or such sources have been exhausted. It is, in effect, a government guarantee to provide liquidity to financial institutions. Since the beginning of the 20th century, most central banks have been providers of lender of last resort facilities, and their functions usually also include ensuring liquidity in the financial market in general. The objective is to prevent economic disruption as a result of financial panics and bank runs spreading from one bank to the others due to a lack of liquidity in the first one. There are varying definitions of a lender of last resort, but a comprehensive one is that it is "the discretionary provision of liquidity to a financial institution (or the market as a whole) by the central bank in reaction ...

ELA-1
ELA-1, short for Ensemble de Lancement Ariane 1 ( French for Ariane Launch Area 1), now named Ensemble de Lancement Vega (short ELV), is a launch pad at the Centre Spatial Guyanais in French Guiana. It has been used to support launches of the Europa rocket, Ariane 1, Ariane 3, and is currently used to launch Vega rockets. History Europa (BEC) ELA-1, at the time designated Base Équatoriale du CECLES (BEC) was constructed as an equatorial launch site for the Europa-II rocket which was being built as part of the ELDO programme. The first launch occurred on 5 November 1971. This was the only flight of the Europa-II, which ended in failure due to a guidance problem. The launch site was mothballed, and later demolished. Ariane (ELA) When the Ariane 1 programme was started, to replace the failed ELDO programme, a new launch site was built on the site of the former CECLES pad. This was designated Ensemble de Lancement Ariane (ELA). The first Ariane 1 launch occurred on 24 ...
