Basic Universal Income
Universal basic income (UBI) is a social welfare proposal in which all citizens of a given population regularly receive an unconditional transfer payment, that is, without a means test or need to work. It would be received independently of any other income. If the level is sufficient to meet a person's basic needs (i.e., at or above the poverty line), it is sometimes called a full basic income; if it is less than that amount, it may be called a partial basic income. No country has yet introduced either, although there have been Universal basic income pilots, numerous pilot projects and the idea is Universal basic income around the world, discussed in many countries. Some have labelled UBI as utopian due to its historical origin. There are several welfare arrangements which can be considered similar to basic income, although they are not unconditional. BASIC (Beginners' All-purpose Symbolic Instruction Code) is a family of General-purpose programming language, general-purpose, high-level programming languages designed for ease of use. Dartmouth BASIC, The original version was created by John G. Kemeny and Thomas E. Kurtz at Dartmouth College in 1963. They wanted to enable students in non-scientific fields to use computers. At the time, nearly all computers required writing custom software, which only scientists and mathematicians tended to learn. In addition to the program language, Kemeny and Kurtz developed the Dartmouth Time Sharing System (DTSS), which allowed multiple users to edit and run BASIC programs simultaneously on remote terminals. This general model became very popular on minicomputer systems like the PDP-11 and Data General Nova in the late 1960s and early 1970s.
