ZM-87
The ZM-87 Portable Laser Disturber is a Chinese electro-optic countermeasure neodymium laser device. The ZM-87 was primarily intended to blind humans but was also reported to damage the photo-electric elements in laser rangefinders, videocameras and missile seekers. Roughly 22 of the devices were produced by the company Norinco before production ceased in 2000 as a result of the 1995 United Nations Protocol on Blinding Laser Weapons ban. The ZM-87 is notable as one of only a few laser weapons ever produced. Controversy has also surrounded the United States allegations of possible recent use by Russian, Chinese, and North Korean armed forces. Dazzler (weapon)
A dazzler is a non-lethal weapon which uses intense directed radiation to temporarily disorient its target with flash blindness. They can effectively deter further advances, regardless of language or cultural barriers, but can also be used for hailing and warning. Targets can include electronic sensors as well as human vision. Initially developed for military use, non-military products are becoming available for use in law enforcement and security. Design Dazzlers emit infrared light against various electronic sensors and visible light against humans. They are intended to not cause long-term damage to eyes. A laser weapon is a directed-energy weapon based on lasers. After decades of R&D, directed-energy weapons including lasers are still at the experimental stage and it remains to be seen if or when they will be deployed as practical, high-performance military weapons. Atmospheric thermal blooming has been a major problem, still mostly unsolved, and worsened if fog, smoke, dust, rain, snow, smog, foam, or purposely dispersed obscurant chemicals are present. Essentially, a laser generates a beam of light which needs clear air, or a vacuum, to work without thermal blooming. Many types of laser can potentially be used as incapacitating weapons, through their ability to produce temporary or permanent vision loss when aimed at the eyes. Neodymium Laser
Nd:YAG (neodymium-doped yttrium aluminum garnet; Nd:Y3Al5O12) is a crystal that is used as a lasing medium for solid-state lasers. The dopant, triply ionized neodymium, Nd(III), typically replaces a small fraction (1%) of the yttrium ions in the host crystal structure of the yttrium aluminum garnet (YAG), since the two ions are of similar size.Koechner §2.3, pp. 48–53. Strait Of Juan De Fuca Laser Incident
On 4 April 1997, a Canadian Armed Forces helicopter was allegedly illuminated by a laser while observing the Russian merchant ship and suspected spy vessel '' Kapitan Man'', which was in the Strait of Juan de Fuca in U.S. territorial waters near Port Angeles, Washington. The Canadian Air Force pilot and the U.S. Navy passenger, who was taking photographs of the ship, reportedly suffered eye pain and injuries consistent with laser exposure. However, subsequent investigations into the incident were unable to verify that any lasing had occurred. ''Kapitan Man'' (russian: Капитан Ман) was a Russian SA-15 Super type multi-purpose merchant ship (call sign UIFU). Part of a series of ships, she was designed to navigate the Arctic waters and was fitted with an ice-breaking bow. The ship was named after the Soviet polar explorer, captain Ivan Man (1903–1982).
