Wilson Frost
Wilson Lee Frost (December 27, 1925 – May 5, 2018) was an American politician and former Chicago, Illinois alderman, Frost served as alderman of the city's 21st (1967–1971) and 34th wards (1971–1987), totaling twenty years in Chicago's City Hall. In December 1976, Frost served as interim mayor after the death of Chicago mayor Richard J. Daley and was briefly claimed to be Daley's successor. Had Frost successfully established that claim, he would have been the city's first African-American mayor. Biography Early life and education Wilson Lee Frost was born the middle of four children on December 27, 1925 in Cairo, Illinois to Freddie (nee Bond; 1901–1970) and General Frost (1900–1935). Cairo ( ) is the southernmost city in Illinois and the county seat of Alexander County. The city is located at the confluence of the Ohio and Mississippi rivers. Fort Defiance, a Civil War camp, was built here in 1862 by Union General Ulysses S. Grant to control strategic access to the rivers, and launch and supply his successful campaigns south. Cairo has the lowest elevation of any location in Illinois and is the only Illinois city to be surrounded by levees. It is in the area of Southern Illinois known as Little Egypt, for which the city is named after Egypt's capital. Several blocks in the town comprise the Cairo Historic District, listed on the National Register of Historic Places (NRHP). The Old Customs House is also on the NRHP. The ''Chicago Sun-Times'' is a daily newspaper published in Chicago, Illinois, United States. Since 2022, it is the flagship paper of Chicago Public Media, and has the second largest circulation among Chicago newspapers, after the ''Chicago Tribune''. A president pro tempore or speaker pro tempore is a constitutionally recognized officer of a legislative body who presides over the chamber in the absence of the normal presiding officer. The phrase ''pro tempore'' is Latin "for the time being". City Charter
A city charter or town charter (generically, municipal charter) is a legal document (''charter'') establishing a municipality such as a city or town. The concept developed in Europe during the Middle Ages. Traditionally the granting of a charter gave a settlement and its inhabitants the right to town privileges under the feudal system. Townspeople who lived in chartered towns were burghers, as opposed to serfs who lived in villages. Towns were often " free", in the sense that they were directly protected by the king or emperor, and were not part of a feudal fief. Today the process for granting is determined by the type of government of the state in question. The Chicago City Council is the legislative branch of the government of the City of Chicago in Illinois. It consists of 50 alderpersons elected from 50 wards to serve four-year terms. The council is gaveled into session regularly, usually monthly, to consider ordinances, orders, and resolutions whose subject matter includes code changes, utilities, taxes, and many other issues. In the politics of Representative democracy, representative democracies, a political machine is a party organization that recruits its members by the use of tangible incentives (such as money or political jobs) and that is characterized by a high degree of leadership control over member activity. The machine's power is based on the ability of the boss or group to get out the vote for their candidates on election day. While these elements are common to most Political party, political parties and organizations, they are essential to political machines, which rely on hierarchy and rewards for political power, often enforced by a strong Whip (politics), party whip structure. Cook County Democratic Party
The Cook County Democratic Party is a political party which represents voters in 50 wards in the city of Chicago and 30 suburban townships of Cook County. The organization has dominated Chicago politics (and consequently, Illinois politics) since the 1930s. It relies on a tight organizational structure of ward and township committeeperson (until 2018 legal name change, "committeeman") to elect candidates. At the height of its influence under Richard J. Reform Democrats in the United States are members of the Democratic Party who are opposed to the Democratic political machines of their respective cities, counties, or states or to analogous machine politics at a national level.
