Willie Coffey
William Lynch Coffey (born 24 May 1958) is a Scottish National Party (SNP) politician. He has been a Member of the Scottish Parliament (MSP) for Kilmarnock and Irvine Valley since 2011, and previously Kilmarnock and Loudoun from 2007 to 2011, before boundary changes. Coffey studied at the University of Strathclyde where he obtained a degree in Computer Science. He subsequently worked as Software Development Manager and latterly as a Quality and Risk Manager with Learning and Teaching Scotland before his election to the Scottish Parliament. He has been a councillor on East Ayrshire Council. Politics He was first elected to Kilmarnock and Loudoun District Council in 1992 and subsequently to East Ayrshire Council (covering the Onthank ward in northern Kilmarnock) in 1999, 2003 and 2007 before retiring from local government at the 2012 Local Elections. Member of the Scottish Parliament (MSP; gd, Ball Pàrlamaid na h-Alba, BPA; sco, Memmer o the Scots Pairliament, MSP) is the title given to any one of the 129 individuals elected to serve in the Scottish Parliament. Electoral system The additional member system produces a form of proportional representation, where each constituency has its own representative, and each region has seats given to political parties to reflect as closely as possible its level of support among voters. 2007 East Ayrshire Council Election
Elections to East Ayrshire Council were held on 3 May 2007, the same day as the other Scottish local government elections and the Scottish Parliament general election. The election was the first one using nine new wards created as a result of the Local Governance (Scotland) Act 2004, each ward will elect three or four councillors using the single transferable vote system form of proportional representation. The new wards replace 32 single-member wards which used the plurality (first past the post) system of election. Election results Note: Votes are the sum of first preference votes across all council wards. The net gain/loss and percentage changes relate to the result of the previous Scottish local elections on 1 May 2003. This is a list of members (MSPs) returned to the third Scottish Parliament at the 2007 Scottish Parliament election. Of the 129 MSPs, 73 were elected from first past the post constituencies with a further 56 members being returned from eight regions, each electing seven MSPs as a form of mixed member proportional representation. The 2007 Scottish Parliament election produced another hung parliament which saw the Scottish National Party replace Scottish Labour as the largest party group in the Parliament. Kilmarnock North (ward)
Kilmarnock North is one of the nine electoral wards of East Ayrshire Council. Created in 2007, the ward elects three councillors using the single transferable vote electoral system and covers an area with a population of 12,243 people. The area is a Scottish National Party (SNP) stronghold with the party holding two of the three seats at all but one election since the ward's creation. Boundaries The ward was created following the Fourth Statutory Reviews of Electoral Arrangements ahead of the 2007 Scottish local elections. As a result of the Local Governance (Scotland) Act 2004, local elections in Scotland would use the single transferable vote electoral system from 2007 onwards so Kilmarnock North was formed from an amalgamation of several previous first-past-the-post wards.
