William Paul Johnson
William Paul Johnson (born February 16, 1959) is the Chief United States district judge of the United States District Court for the District of New Mexico. Early life and education Born in Roanoke, Virginia, Johnson was an Eagle Scout in the Boyscouts. He received a Bachelor of Arts degree in the economics from Virginia Military Institute in 1981 and a Juris Doctor from Washington and Lee University in 1985. He went to Fort Sill to become an artillery officer and served in the United States Army Reserve from 1981 to 1990. He achieved the rank of captain. He was in private practice in Houston, Texas, from 1985 to 1986. He was in private practice in Roswell, New Mexico, from 1986 to 1995. The United States District Court for the District of New Mexico (in case citations, D.N.M.) is the federal district court whose jurisdiction comprises the state of New Mexico. Court is held in Albuquerque, Las Cruces, Las Vegas, Roswell, Santa Fe, and Silver City. Appeals from the District of New Mexico are taken to the United States Court of Appeals for the Tenth Circuit (except for patent claims and claims against the U.S. government under the Tucker Act, which are appealed to the Federal Circuit). Roswell, New Mexico
Roswell () is a city in, and the County seat, seat of, Chaves County, New Mexico, Chaves County in the U.S. state of New Mexico. Chaves County forms the entirety of the List of micropolitan areas in New Mexico, Roswell micropolitan area. As of the 2020 United States census, 2020 census it had a population of 48,422, making it the fifth-largest city in New Mexico. Senior status is a form of semi-retirement for United States federal judges. To qualify, a judge in the Federal judiciary of the United States, federal court system must be at least 65 years old, and the sum of the judge's age and years of service as a federal judge must be at least 80 years. As long as senior judges carry at least a 25 percent caseload or meet other criteria for activity, they remain entitled to maintain a staffed office and chambers, including a secretary and their normal complement of law clerks, and they continue to receive annual cost-of-living increases. Senior judges vacate their seats on the bench, and the President of the United States, president may appoint new full-time judges to fill those seats. Some U.S. states have similar systems for senior judges.
