William Harrison Courtney
William Harrison Courtney (born July 18, 1944 in Baltimore, Maryland, USA) is an American diplomat, having served as representative for the U.S. mostly in Eastern Europe. He was appointed by President Bill Clinton as Senior Director for Russia, Ukraine and Eurasian affairs in 1997. He had previously served as Ambassador to Georgia. The American Academy of Diplomacy is a private, nonprofit, non-partisan, elected organization whose active membership is limited to men and women who have held positions of high responsibility in crafting and implementing American foreign policy. They have served the United States as chiefs of mission in major embassies abroad, and/or equivalent high-level foreign policy positions in Washington. Founded in 1983, the Academy focuses the expertise of its members on the pursuit of excellence in the practice of American diplomacy. In its early years, the Academy provided the U.S. Senate Foreign Relations Committee with commentary on the qualifications of those nominated by the President as ambassadors, but today it only does so in exceptional circumstances, such as if the Board of Directors feels strongly about a nominee's lack of qualifications to be ambassador. Upon dissolution of the Soviet Union, Kazakhstan declared independence on December 16, 1991. It was the last of the Soviet republics to declare independence. The United States recognized Kazakhstan ten days later on December 26, 1991. The U.S. embassy was established in Almaty (then named Alma-Ata) on February 3, 1992, with William Harrison Courtney as ''chargé d'affaires ad interim''. Kenneth Spencer Yalowitz (born May 28, 1941) is an American retired diplomat. A Foreign Service Officer, he twice served as a U.S. Ambassador and is a Wilson Center Global Fellow. Early life and education Yalowitz was born on May 28, 1941. He graduated from Columbia University with a M.Phil and the University of Wisconsin-Madison with a B.A. Career During Yalowitz’s 36 year career with the Foreign Service, Yalowitz served as Ambassador to Belarus from 1994-1997 and Georgia from 1998-2001.
