William George Barker, (3 November 1894 – 12 March 1930) was a Canadian First World War fighter ace and Victoria Cross recipient. He is the most decorated serviceman in the history of Canada. Italian medals for valor were first instituted by Victor Amadeus III of Sardinia on 21 May 1793, with a gold medal, and, below it, a silver medal. Russell is an unincorporated urban community in the Municipality of Russell – Binscarth, Manitoba. It is located along PTH 16 and PTH 83, and is at the western terminus of PTH 45.
