William A. Massingale
William Alexander Massingale was a state legislator in Missouri. He served in the Missouri House of Representatives from 1947-1948. He lived in St. Louis. Massingale was elected to the new eleventh district of the Missouri House of Representatives as a Democrat in the 1946 election beating Republican Peter Ferrara. In January 1948, he introduced a bill to make racial discrimination in public places a punishable offence. He and a driver were arrested for using a vehicle-mounted sound system to campaign in violation of a city ordinance. Massingale was described as a Republican who switched to the Democrats after being elected and then became a Progressive when running for re-election. After his unsuccessful campaign he was part of a delegation that lobbied mayor Aloys P. Kaufmann to support an anti-segregation bill. Missouri House Of Representatives
The Missouri House of Representatives is the lower chamber of the Missouri General Assembly. It has 163 members, representing districts with an average size of 37,000 residents. House members are elected for two-year terms during general elections held in even-numbered years. Missouri's house is the fourth largest in the United States even as the state ranks 18th in population. The only states with a larger lower house in the United States are New Hampshire (400), Pennsylvania (203) and Georgia (180). Republicans have controlled the State House since 2003. The next election will be held in 2022. Operations The Missouri House of Representatives meets annually beginning on the Wednesday after the first Monday in January. A part-time legislature, it concludes session business by May 30. To serve in the chamber, an individual must have attained the age of 24 and have resided in their district for a period of one year preceding the election.
