Wickersham Report
The National Commission on Law Observance and Enforcement (also known unofficially as the Wickersham Commission) was a committee established by the U.S. President, Herbert Hoover, on May 20, 1929. Former attorney general George W. Wickersham (1858–1936) chaired the 11-member group, which was charged with surveying the U.S. criminal justice system under Prohibition and making recommendations for public policy. During the 1928 presidential campaign Herbert Hoover supported the Eighteenth Amendment to the United States Constitution (which had introduced nationwide alcohol prohibition) but he recognized that evasion of the law was widespread and that prohibition had fueled the growth of organized crime. Edwin Atherton
Edwin Newton Atherton (October 12, 1896 – August 31, 1944) served as a foreign service officer, Bureau of Investigation agent, private investigator, and later, appointed head of the college athletics organization, the Pacific Coast Conference in 1940. Biography Born in Washington, D.C., the son of Edwin J Atherton and Mary Agnes McCarten. Atherton studied law at Georgetown University (1914) for only four months. Warren K Billings
Warren Knox Billings (July 4, 1893 – September 4, 1972) was a labor leader and political activist, who was convicted with Thomas Mooney of the San Francisco Preparedness Day Bombing of 1916. It is believed that the two were wrongly convicted of a crime they did not commit. Billings served 23 years in prison before being released in 1939 and finally being pardoned in 1961 by governor Edmund G. Brown. Thomas Mooney
Thomas Joseph Mooney (December 8, 1882 – March 6, 1942) was an American political activist and labor leader, who was convicted with Warren K. Billings of the San Francisco Preparedness Day Bombing of 1916. It quickly became apparent that Mooney and Billings had been convicted based on falsified evidence and perjured testimony and the Mooney case and campaigns to free him became an international cause célèbre for two decades, with a substantial number of publications demonstrating the falsity of the conviction; these publications and the facts of the case are surveyed in Richard H. Preparedness Day Bombing
The Preparedness Day Bombing was a bombing in San Francisco, California, United States, on July 22, 1916, of a parade organised by local supporters of the Preparedness Movement which advocated American entry into World War I. During the parade a suitcase bomb was detonated, killing ten and wounding 40 in the worst terrorist attack in San Francisco's history. Two labor leaders, Thomas Mooney and Warren K Billings, were convicted in separate trials and sentenced to death, later commuted to life in prison. Later investigations found the convictions to have been based on false testimony, and the men were released in 1939 and eventually pardoned. The identity of the bombers has never been determined. The Bureau of Prohibition (or Prohibition Unit) was the United States federal law enforcement agency formed to enforce the National Prohibition Act of 1919, commonly known as the Volstead Act, which enforced the 18th Amendment to the United States Constitution regarding the prohibition of the manufacture, sale, and transportation of alcoholic beverages. When it was first established in 1920, it was a unit of the Bureau of Internal Revenue. On April 1, 1927, it became an independent entity within the Department of the Treasury, changing its name from the Prohibition Unit to the Bureau of Prohibition. In 1930, it became part of the Department of Justice. Jacob Burck (née Yankel Boczkowsky, January 10, 1907 – May 11, 1982) was a Polish-born Jewish-American painter, sculptor, and award-winning editorial cartoonist. Active in the Communist movement from 1926 as a political cartoonist and muralist, Burck quit the Communist Party after a visit to the Soviet Union in 1936, deeply offended by political demands there to manipulate his work. Honorée Fanonne Jeffers (born 1967) is an American poet and novelist, and a professor of English at the University of Oklahoma. She has published five collections of poetry and a novel.
