Western Province (Victoria)
Western Province was an electorate of the Victorian Legislative Council (Australia), the upper house of the Parliament of Victoria. Victoria was a colony in Australia when Western Province was created. From Federation in 1901, Victoria was a state in the Commonwealth of Australia. Western Province was one of the six original upper house Provinces of the bi-cameral Victorian Parliament created in November 1856. Western Province was defined in the Victorian Constitution Act, 1855, as : "Including the Counties of Ripon, Hampden, Heytesbury, Villiers, Normanby, Dundas, and Follett." In 1882, several new Provinces were created, including Nelson Province and Wellington Province, the numbers of members elected for Western Province was reduced to three from this time. Another redistribution in 1904 reduced the number of members to two. Victorian Legislative Council
The Victorian Legislative Council (VLC) is the upper house of the bicameral Parliament of Victoria, Australia, the lower house being the Legislative Assembly. Both houses sit at Parliament House in Spring Street, Melbourne. The Legislative Council serves as a house of review, in a similar fashion to its federal counterpart, the Australian Senate. Although, it is possible for legislation to be first introduced in the Council, most bills receive their first hearing in the Legislative Assembly. The presiding officer of the chamber is the President of the Legislative Council. The Council presently comprises 40 members serving four-year terms from eight electoral regions each with five members. With each region electing 5 members using the single transferable vote, the quota in each region for election, after distribution of preferences, is 16.7% (one-sixth). Andrew Rose Cruikshank
Andrew Rose Cruikshank (1820 – 10 February 1859) was a merchant and politician in colonial Victoria, a member of the Victorian Legislative Council. Cruikshank was born near Edinburgh, Scotland, the son of Alexander Cruikshank and Catherine, ''nee'' Dick. He emigrated to Australia around 1841, arriving in Melbourne and investing in pastoral properties. Cruikshank was president of the Melbourne Chamber of Commerce 1854 to 1856. James Strachan (Australian Politician)
James Ford Strachan (1810 – 14 April 1875) was a merchant, grazier and politician in colonial Victoria, Australia, and a member of the Victorian Legislative Council. Strachan was born in Montrose, Scotland, the fifth son of John Strachan and his wife Isobel, ''née'' Smith. Strachan arrived in Van Diemen's Land in 1832 with his widowed mother and two sisters. He was an early settler in Port Phillip District (which later became Victoria), and a leading merchant in Melbourne, in which city he built the first brick store. Strachan was an active promoter of separation from New South Wales, and when the colony of Victoria was constituted in 1851 he was returned to the semi-elective Legislative Council, then the only chamber, as member for Geelong in October of that year. After responsible government was conceded in 1855, Strachan was elected to the first wholly elective Legislative Council for the South-Western Province in November 1856.
