Wendy Smith is the chairman and executive director of Vipac Engineers and Scientists Ltd and deputy chairman of the Victorian Government's Patient Review Panel. She has a Bachelor of Arts from the University of Melbourne and a general nursing certificate from Adelaide Children's Hospital. Career Her former corporate government positions include deputy chairman of the Tourism Victoria Board, chairman of the Audit and Risk Committee of the Tourism Victoria Board, director of the Victorian Public Transport Ombudsman Board and chairman of the Audit and Risk Committee of the Public Transport Ombudsman Board. She was a City of Kew councillor from 1983 to 1988. Her background in politics includes six years (1996-2002) as a Victorian Member of Parliament for the Silvan Electorate. Smith was the Shadow Minister for Small Business in 2002 and Shadow Cabinet Secretary from 2000 to 2002. The Victorian Legislative Council (VLC) is the upper house of the bicameral Parliament of Victoria, Australia, the lower house being the Legislative Assembly. Both houses sit at Parliament House in Spring Street, Melbourne. The Legislative Council serves as a house of review, in a similar fashion to its federal counterpart, the Australian Senate. Although, it is possible for legislation to be first introduced in the Council, most bills receive their first hearing in the Legislative Assembly. The presiding officer of the chamber is the President of the Legislative Council.
