Water Resources Collections And Archives
The Water Resources Collections and Archives (WRCA), formerly known as the Water Resources Center Archives, is an archive with unpublished manuscript collections and a library with published materials. It was established to collect unique, hard-to-find, technical report materials pertaining to all aspects of water resources and supply in California and the American West. Located on the campus of the University of California Riverside (UCR), it is jointly administered by the UCR College of Natural and Agricultural Sciences (CNAS) and the UCR Libraries. WRCA was part of the University of California Center for Water Resources (WRC) that was established and funded in 1957 by a special act of the California State Legislature and was designated the California Water Research Institute by a federal act in 1964. The California Department of Water Resources (DWR) is part of the California Natural Resources Agency and is responsible for the management and regulation of the State of California's water usage. The department was created in 1956 by Governor Goodwin Knight following severe flooding across Northern California in 1955, where they combined the Division of Water Resources of the Department of Public Works with the State Engineer's Office, the Water Project Authority, and the State Water Resources Board. The Mono Lake Committee (MLC) is an environmental organization based in Lee Vining, California in the United States. Its mission is to preserve Mono Lake, by reducing diversions of water from the Eastern Sierra watersheds by the Los Angeles Department of Water and Power (LADWP). Mono Lake Mono Lake is an alkaline lake east of Yosemite National Park, largely fed by streams from the Sierra Nevada; it has no natural outlet. In 1919 the level of the lake peaked at 6427' above sea level. Birds bred and nested on a few volcanic islands in the lake, sustained by the extensive brine shrimp and alkali flies, which also attracted large numbers of migratory birds. Luna Leopold
Luna Bergere Leopold (October 8, 1915 – February 23, 2006) was a leading U.S. geomorphologist and hydrologist, and son of Aldo Leopold. He received a B.S. in civil engineering from the University of Wisconsin in 1936; an M.S. in physics-meteorology from the University of California, Los Angeles in 1944; and a Ph.D. in geology from Harvard University in 1950. Leopold is widely known in his primary field for his work in fluvial geomorphology and for the classic book, ''Fluvial Processes in Geomorphology'', that he wrote with Gordon Wolman and John Miller. Leopold suggested that a new philosophy of water management is needed, one based on geologic, geographic, and climatic factors as well as traditional economic, social, and political factors. Harvey Oren Banks
Harvey Oren Banks (March 29, 1910 – September 22, 1996) was an American civil engineer who was appointed State Engineer of California in 1955 and the first Director of the California Department of Water Resources (DWR) in 1956. Under his direction, DWR completed its first California Water Plan and initiated the first stage of planning of the California State Water Project (SWP). It was under his term as Director that the California Legislature adopted the Burns-Porter Act authorizing the construction of the SWP in 1959. In 1961 voters approved massive bonds to pay for the construction of the SWP. Banks left the public sector that same year to return to the private sector, where he worked as a consulting engineer until his death in 1996. Banks' papers (1940-1995) are held at the Water Resources Collections and Archives, University of California, Riverside.
