War Against Indiscipline
The War Against Indiscipline was a mass mobilisation program in Nigeria, organised by the military dictatorship with the aim of correcting social maladjustment. The program began in March 1984 and was in effect until September 1985. It was broader in scope than previous measures; it aimed to attack social maladjustment and widespread corruption. By July 1985, newspapers such as ''Concord'' and ''The Guardian'' that were critical of corruption and mismanagement of the economy in the previous administration began panning the WAI campaign and accusing military officials of engaging in abusive practices under the cover of fighting indiscipline. Others viewed the measure as an exhortation from the military command at the top to the people below. Mass mobilization is defined as a process that engages and motivates a wide range of partners and allies at national and local levels to raise awareness of and demand for a particular development objective through face-to-face dialogue. Members of institutions, community networks, civic and religious groups and others work in a coordinated way to reach specific groups of people for dialogue with planned messages. The culture of Nigeria is shaped by Nigeria's multiple ethnic groups. The country has 527 languages, seven of which are extinct. Nigeria also has over 1150 dialects and ethnic groups. Bunkering
