Walter Harper (businessman)
Charles Walter Harper (27 January 1880 – 1 July 1956) was an Australian agriculturalist who was prominent in the cooperative movement in Western Australia. He was one of the founders of Wesfarmers, serving as its chairman from 1921 to 1953, and also helped establish what is now CBH Group. Early life Harper was born in Guildford, Western Australia, the son of Fanny (née de Burgh) and Charles Harper. His father was a landowner, newspaper proprietor, and member of parliament. Harper was the oldest of six sons and four daughters; two of his younger brothers would be killed in the Gallipoli Campaign. He attended Hale School and Guildford Grammar School, and then moved to the U.S. for a period to study fruit-growing industry in California. After finishing his education, Harper took over his father's estate at Woodbridge. He married Margaret Drummond in 1910; they had six children together. Group Settlement Scheme
The Group Settlement Scheme was an assisted migration scheme which operated in Western Australia from the early 1920s. It was engineered by Premier of Western Australia, Premier James Mitchell (Australian politician), James Mitchell and followed on from the Soldier settlement (Australia), Soldier Settlement Scheme immediately after World War I. Targeting civilians and others who were otherwise ineligible for the Soldiers' scheme, its principal purpose was to provide a labour force to open up the large tracts of potential agricultural land to ultimately reduce dependence on food imports from interstate. It was also seen by Australians as boosting the ideals of the White Australia policy by strengthening the Anglo-Australian cultural identity of Australia. Cooperative Wheat Pool Of Western Australia
Cooperative Wheat Pool of Western Australia, commonly known as the Wheat Pool of Western Australia, is a cooperative of wheat growers in Western Australia. The cooperative was formed in 1922 and one of the inaugural trustees was Charles Walter Harper, who became the chairman of the Westralian Farmers Co-operative later the same year and then went on to form Cooperative Bulk Handling. A conference had been held by wheat growers in Perth in March 1922, where it was decided to consider the formation of the pool rather than depend on speculative trading. In June 1922, the Chairman of the trustees, Mr A. J. Monger, announced that the state government would not introduce legislation to continue state pooling but that the new pool scheme would commence operating independently. The pool had sources adequate finance from the Commonwealth Bank to pay advances and had negotiated with pools in the eastern states to reduce competition.
