WMO
The World Meteorological Organization (WMO) is a specialized agency of the United Nations responsible for promoting international cooperation on atmospheric science, climatology, hydrology and geophysics. The WMO originated from the International Meteorological Organization, a nongovernmental organization founded in 1873 as a forum for exchanging weather data and research. Proposals to reform the status and structure of the IMO culminated in the World Meteorological Convention of 1947, which formally established the World Meteorological Organization. The Convention entered into force on 23 March 1950, and the following year the WMO began operations as an intergovernmental organization within the UN system. The WMO is made up of 193 countries and territories, and facilitates the "free and unrestricted" exchange of data, information, and research between the respective meteorological and hydrological institutions of its members. CLIMAT
CLIMAT is a code for reporting monthly climatological data assembled at land-based meteorological surface observation sites to data centres. CLIMAT-coded messages contain information on several meteorological variables that are important to monitor characteristics, changes, and variability of climate. Usually these messages are sent and exchanged via the Global Telecommunication System (GTS) of the World Meteorological Organisation (WMO). Modifications of the CLIMAT code are the CLIMAT SHIP and CLIMAT TEMP / CLIMAT TEMP SHIP codes which serve to report monthly climatological data assembled at ocean-based meteorological surface observation sites and at land-/ocean-based meteorological upper-air observation sites, respectively. BUFR
The Binary Universal Form for the Representation of meteorological data (BUFR) is a binary data format maintained by the World Meteorological Organization (WMO). The latest version is BUFR Edition 4. BUFR Edition 3 is also considered current for operational use. BUFR was created in 1988 with the goal of replacing the WMO's dozens of character-based, position-driven meteorological codes, such as SYNOP (surface observations), TEMP (upper air soundings) and CLIMAT (monthly climatological data). BUFR was designed to be portable, compact, and universal. Any kind of data can be represented, along with its specific spatial/temporal context and any other associated metadata. In the WMO terminology, BUFR belongs to the category of ''table-driven code forms'', where the meaning of data elements is determined by referring to a set of tables that are kept and maintained separately from the message itself. Intergovernmental Panel On Climate Change
The Intergovernmental Panel on Climate Change (IPCC) is an intergovernmental body of the United Nations. Its job is to advance scientific knowledge about climate change caused by human activities. The World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP) established the IPCC in 1988. The United Nations endorsed the creation of the IPCC later that year. It has a secretariat in Geneva, Switzerland, hosted by the WMO. It has 195 member states who govern the IPCC. The member states elect a bureau of scientists to serve through an assessment cycle. A cycle is usually six to seven years. The bureau selects experts to prepare IPCC reports. It draws the experts from nominations by governments and observer organisations. Petteri Taalas
Jukka Petteri Taalas (born 3 July 1961 in Helsinki, Finland) is a Finnish meteorologist and Secretary-general of the World Meteorological Organization, headquartered in Geneva, Switzerland. Appointed in 2015 by the World Meteorological Congress, the supreme body of the Organization, he took up the four-year Secretary-General term on 1 January 2016, and was re-elected to a second four-year term on 13 June 2019. He was director general of the Finnish Meteorological Institute from 2002 to 2005 and 2007 to 2015. Study and early career Taalas studied meteorology, physics, physical chemistry and international development at the University of Helsinki. GRIB
GRIB (GRIdded Binary or General Regularly-distributed Information in Binary form) is a concise data format commonly used in meteorology to store historical and forecast weather data. It is standardized by the World Meteorological Organization's Commission for Basic Systems, known under number GRIB FM 92-IX, described in WMO Manual on Codes No.306. Currently there are three versions of GRIB. Version 0 was used to a limited extent by projects such as TOGA, and is no longer in operational use. The first edition (current sub-version is 2) is used operationally worldwide by most meteorological centers, for Numerical Weather Prediction output (NWP). A newer generation has been introduced, known as GRIB second edition, and data is slowly changing over to this format. Climate Change
In common usage, climate change describes global warming—the ongoing increase in global average temperature—and its effects on Earth's climate system. Climate change in a broader sense also includes previous long-term changes to Earth's climate. The current rise in global average temperature is more rapid than previous changes, and is primarily caused by humans burning fossil fuels. Fossil fuel use, deforestation, and some agricultural and industrial practices increase greenhouse gases, notably carbon dioxide and methane. Greenhouse gases absorb some of the heat that the Earth radiates after it warms from sunlight. Larger amounts of these gases trap more heat in Earth's lower atmosphere, causing global warming. The International Meteorological Organization (IMO; 1873–1951) was the first organization formed with the purpose of exchanging weather information among the countries of the world. It came into existence from the realization that weather systems move across country boundaries; and that knowledge of pressure, temperature, precipitations, etc. upstream and downstream is needed for weather forecasting. SYNOP
SYNOP (surface synoptic observations) is a numerical code (called FM-12 by WMO) used for reporting weather observations made by manned and automated weather stations. SYNOP reports are typically sent every six hours by Deutscher Wetterdienst on shortwave and low frequency using RTTY. A report consists of groups of numbers (and slashes where data is not available) describing general weather information, such as the temperature, barometric pressure and visibility at a weather station. It can be decoded by open-source software such as seaTTY, metaf2xml or Fldigi. SYNOP information is collected by more than 7600 manned and unmanned meteorological stations and more than 2500 mobile stations around the world and is used for weather forecasting and climatic statistics.
