The Will to Intervene (W2I) Project is a research initiative created by Lieut. General (retired) Roméo Dallaire, Senior Fellow at the Montreal Institute for Genocide and Human Rights Studies (MIGS), and Dr. Frank Chalk, MIGS Director, that aims to operationalize the principles of the responsibility to protect within national governments. Report Led by researcher Kyle Matthews, more than 80 interviews were conducted with high-level policy-makers, members of Congress, parliamentarians, NGO representatives, and journalists in Canada and the United States, some for the first time on record. These interviews culminated in the publication of a policy report, Mobilizing the Will to Intervene: Leadership and Action to Prevent Mass Atrocities, in September 2009. The Montreal Institute for Genocide and Human Rights Studies (MIGS) is a research institute based at Concordia University in Montreal, Quebec, Canada. It was founded in 1986 and promotes human rights awareness, in the field of genocide and mass atrocities by hosting frequent events, publishing policy briefs, engaging in counter activism on the web, and many other programs. Roméo Dallaire
Roméo Antonius Dallaire (born June 25, 1946) is a Canadian humanitarian, author, retired senator and Canadian Forces lieutenant-general. Dallaire served as force commander of UNAMIR, the ill-fated United Nations peacekeeping force for Rwanda between 1993 and 1994, and attempted to stop the genocide that was being waged by Hutu extremists against the Tutsi people and Hutu moderates. Dallaire founded The Roméo Dallaire Child Soldiers Initiative to help prevent the recruitment and use of child soldiers. He is a senior fellow at the Montreal Institute for Genocide and Human Rights Studies (MIGS) and co-director of the Will to Intervene Project which published a policy recommendation report, "Mobilizing the Will to Intervene: Leadership and Action to Prevent Mass Atrocities". Tom Flanagan (political Scientist)
Thomas Eugene Flanagan (born 5 March 1944) is an American-born Canadian author, conservative political activist, and former political science professor at the University of Calgary. He also served as an advisor to Canadian prime minister Stephen Harper until 2004. Flanagan has focused on challenging certain historical interpretations of Native and Métis history. In connection with his multi-year research and publications on Louis Riel, Flanagan published a reinterpretation of the North-West Rebellion, defending the federal government's response to Métis land claims. Robert Fowler (diplomat)
Robert R. Fowler (born 18 August 1944) is a Canadian diplomat and was the special envoy of UN Secretary-General Ban Ki-moon to Niger from mid-2008 to 2009, to find a solution to the conflict in Agadez region. On 14 December 2008 he was reported missing and was last seen about northwest of the capital Niamey. Fowler was, along with several Westerners, eventually freed on 21 April 2009. Genocide Prevention
Prevention of genocide is any action that works toward averting future genocides. Genocides take a lot of planning, resources, and involved parties to carry out, they do not just happen instantaneously. Scholars in the field of genocide studies have identified a set of widely agreed upon risk factors that make a country or social group more at risk of carrying out a genocide, which include a wide range of political and cultural factors that create a context in which genocide is more likely, such as political upheaval or regime change, as well as psychological phenomena that can be manipulated and taken advantage of in large groups of people, like conformity and cognitive dissonance. Genocide prevention depends heavily on the knowledge and surveillance of these risk factors, as well as the identification of early warning signs of genocide beginning to occur. The Atrocities Prevention Board (APB) is an interagency committee consisting of U.S. officials from the National Security Council, the Departments of State, Defense, Justice, and Treasury, the U.S. Agency for International Development, and the U.S. Intelligence Community. The National Security Strategy (NSS) is a document prepared periodically by the executive branch of the United States that lists the national security concerns and how the administration plans to deal with them.
