Joseph Merrill Hoeffel III ( ; born September 3, 1950) is an American author and politician. A Democrat, Hoeffel was a member of the United States House of Representatives from 1999 to 2005, representing Pennsylvania's 13th congressional district. The 100 seats in the United States Senate are divided into three classes for the purpose of determining which seats will be up for election in any two-year cycle, with only one class being up for election at a time. With senators being elected to fixed terms of six years, the classes allow about a third of the seats to be up for election in any presidential or midterm election year instead of having all 100 be up for election at the same time every six years. The seats are also divided in such a way that any given state's two senators are in different classes so that each seat's term ends in different years. Arlen Specter (February 12, 1930 – October 14, 2012) was an American lawyer, author and politician who served as a United States Senator from Pennsylvania from 1981 to 2011. Specter was a Democrat from 1951 to 1965, then a Republican from 1965 until 2009, when he switched back to the Democratic Party. First elected in 1980, he is the longest-serving senator from Pennsylvania, having represented the state for 30 years. The Wilkes University Election Statistics Project is a free online resource documenting Pennsylvania political election results dating back to 1796. Currently, the database documents Pennsylvania's county-level vote totals for President, Governor, United States Senator, and Congressional elections back to 1796. The database also contains directories for members of the Pennsylvania Provincial Assembly and the Pennsylvania General Assembly, dating back to 1682.
