William Edgar Hughes
William Edgar Hughes (March 15, 1840 – July 29, 1918) was an American politician from Texas. Hughes was a Morgan County, Illinois, native, born to parents John and Eliza on March 15, 1840. He graduated from Illinois College and started reading law. In 1859, Hughes drove 3,000 sheep from Missouri to Texas, and chose to stay. He settled in Dallas County, raising sheep. Hughes was visiting family in Illinois when Texas succeeded from the Union in 1861. Upon his return to Texas, Hughes enlisted in an artillery battery led by John Jay Good, and later by James Postell Douglas. Fighting alongside the Confederate Army of Tennessee, Hughes's battery saw action throughout the Western Theater of the American Civil War. He was injured in the left hand during the Battle of Chickamauga. By the Atlanta campaign, Hughes had been promoted to captain, and transferred to the cavalry brigade led by Benjamin J. Hill. Morgan County, Illinois
Morgan County is a county located in the U.S. state of Illinois. According to the 2010 census, it had a population of 35,547. Its county seat is Jacksonville. Morgan County is part of the Jacksonville, IL Micropolitan Statistical Area, which is also included in the Springfield-Jacksonville-Lincoln, IL Combined Statistical Area. History Morgan County was formed in 1823 out of Greene and Sangamon Counties. It was named in honor of General Daniel Morgan, who defeated the British at the Battle of Cowpens in the American Revolutionary War. General Morgan was serving under General Nathanael Greene at Cowpens. Jacksonville was established by European Americans on a 160-acre tract of land in the center of Morgan County in 1825, two years after the county was founded. The Twelfth Texas Legislature met from February 8, 1870 to December 2, 1871 in four sessions — provisional, called, regular, and adjourned. Senate There were incidents with Indian marauders and cattle thieves in Texas and on May 6, 1870, Senator Theodor Rudolph Hertzberg introduced a bill to reorganize the state militia. The bill included provisions for a unique "state guard" and for martial law. David Webster Flanagan who had for years been a staunch Radical Republican opposed the bill because of its clauses allowing Governor Edmund J. Davis to impose martial law. The cost was also the reason why some Republicans opposed the bill, but Senator Matthew Gaines, an African American, believed that racism was the reason for opposition, since many of the "state guard" would be black.
