Wetlands Loan Act
The Wetlands Loan Act of 1961 (16 USC 715k-3 – 715k-5) (75 Stat. 813) became Public Law (P.L.) 87-383 on October 4, 1961. The law allowed an advance against future earnings from the sale of Federal Duck Stamps. This allowed a means of accelerated funding for the acquisition of migratory waterfowl habitats. Amendments December 15, 1969 & February 18, 1976 90-205 (81 Stat. 612) was approved for public law on December 15, 1969. Seven years later public law 94-215 (90 Stat. 189) was approved on February 18, 1976. These two public laws extended the loan ceiling to U.S. $200 million as well as extended the loan through September 30, 1983. The advances were to be repaid to the Treasury beginning in 1984 with the receipts from the sales of duck stamps. National Wildlife Refuge System is a designation for certain protected areas of the United States managed by the United States Fish and Wildlife Service. Anseriformes is an order of birds also known as waterfowl that comprises about 180 living species of birds in three families: Anhimidae (three species of screamers), Anseranatidae (the magpie goose), and Anatidae, the largest family, which includes over 170 species of waterfowl, among them the ducks, geese, and swans. Migratory Bird Conservation Act
The Migratory Bird Conservation Act of 1929 ({{usstat, 45, 1222) of February 18, 1929, (also known as the "Norbeck-Andresen Act") created the United States Migratory Bird Conservation Commission (MBCC) to consider and approve any areas of land and/or water recommended by the Secretary of the Interior for purchase or rental by the U.S. Fish and Wildlife Service and to fix the price or prices at which such areas may be purchased or rented. The Commission considered the establishment of new waterfowl refuges. While perhaps unimportant because of the Great Depression, the act was an important step for the conservation movement. Emergency Wetlands Resources Act
The Emergency Wetlands Resources Act of 1986 became a United States federal law (P.L.) 99-645 (100 Stat. 3582) on November 10, 1986. Prior to the Act the purchase of wetlands by the Federal Government had been prohibited. The Act allocated funds from the Land and Water Conservation Fund (LWCF) for the purchase of wetlands by the Secretary of Interior, who is head of the United States Department of the Interior. The Act also instituted a National Wetlands Priority Conservation Plan which was to be established and set up by the Secretary. Included in this plan was a requirement for all States to include wetlands as part of their Comprehensive Outdoors Recreation plan. The plan also transferred the Migratory Bird Conservation Fund amounts which were to be equal to the import duties on arms and ammunition. Don Young
Donald Edwin Young (June 9, 1933 – March 18, 2022) was an American politician from the state of Alaska. At the time of his death, he was the longest-serving Republican in congressional history, having been the U.S. representative for for 49 years, from 1973 until his death in 2022. Born and raised in California, Young moved to Alaska in 1959 after a stint in the U.S. Army. He worked various careers, including sailing and teaching, in the small city of Fort Yukon, where he was elected mayor in 1964. He entered state politics two years later, when he won a seat in the Alaska House of Representatives, and advanced to the Alaska Senate in 1970. In 1972, he ran for a seat in the House of Representatives against incumbent Democrat Nick Begich. Weeks before the election, Begich disappeared and was presumed dead in a plane crash, though he still posthumously won the vote. Wetland conservation is aimed at protecting and preserving areas where water exists at or near the Earth's surface, such as swamps, marshes and bogs. Wetlands cover at least six per cent of the Earth and have become a focal issue for conservation due to the ecosystem services they provide. More than three billion people, around half the world’s population, obtain their basic water needs from inland freshwater wetlands. The same number of people rely on rice as their staple food, a crop grown largely in natural and artificial wetlands. In some parts of the world, such as the Kilombero wetland in Tanzania, almost the entire local population relies on wetland cultivation for their livelihoods. Fisheries are also an extremely important source of protein and income in many wetlands.
