Vohra Report
The Vohra (Committee) Report was submitted by the former Indian Home Secretary, N. N. Vohra, in October 1993. It studied the problem of the criminalisation of politics and of the nexus among criminals, politicians and bureaucrats in India. The report contained several observations made by official agencies on the criminal network which was virtually running a parallel government. It also discussed criminal gangs who enjoyed the patronage of politicians, of all parties, and the protection of government functionaries. It revealed that political leaders had become the leaders of gangs. They were connected to the military. Over the years criminals had been elected to local bodies, State Assemblies and Parliament. The unpublished annexures to the Vohra Report were believed to contain highly explosive material. Political Corruption In India
Corruption in India is an issue which affects economy of central, state and local government agencies in many ways. Corruption is blamed for stunting the economy of India. A study conducted by Transparency International in 2005 recorded that more than 62% of Indians had at some point or another paid a bribe to a public official to get a job done. In 2008, another report showed that about 50% of Indians had first hand experience of paying bribes or using contacts to get services performed by public offices. In 2021 their Corruption Perceptions Index ranked the country in 85th place out of 180, on a scale where the lowest-ranked countries are perceived to have the most honest public sector. Various factors contribute to corruption, including officials siphoning money from government social welfare schemes. Manmohan Singh

Dawood Ibrahim (; born 26 December 1955) is an Indian mafia gangster, drug kingpin, and wanted terrorist from Dongri, Mumbai. He reportedly heads the Indian organised crime syndicate D-Company, which he founded in Mumbai in the 1970s. 1993 Bombay Bombings
The 1993 Bombay bombings were a series of 12 terrorist bombings that took place in Bombay, Maharashtra, on 12 March 1993. The single-day attacks resulted in 257 fatalities and 1,400 injuries. The attacks were coordinated by Dawood Ibrahim, leader of the Mumbai-based international organised crime syndicate D-Company.
