Victor Vargas (born 28 March 1952) is a Venezuelan banker and businessman, best known for being the owner and president of the 14th largest private bank in Venezuela, Banco Occidental de Descuento. Early life Victor Vargas was born into a middle class family in the municipality of Chacao Municipality, Chacao, city of Caracas, Venezuela. Lake Maracaibo (Spanish: Lago de Maracaibo; Anu: Coquivacoa) is a lagoon in northwestern Venezuela, the largest lake in South America and one of the oldest on Earth, formed 36 million years ago in the Andes Mountains.
