Valery Serdyukov
Valery Pavlovich Serdyukov (russian: Вале́рий Па́влович Сердюко́в; born 9 November 1945, in Kharashouka, Homiel Voblast, Byelorussian SSR) is Russian politician who served as governor of Leningrad Oblast in Russia (1998–2012). Serdyukov graduated from the Saint Petersburg Mining Institute with a degree in economics. He was appointed by the oblast Governor as Vice-Governor in charge of industry, energy, and the environment in 1996, made Lieutenant Governor in December 1997, and served as Acting Governor since September 18, 1998. Serdyukov was elected Governor in 1999 and again in 2003. In 2007, he was reappointed as Governor by Vladimir Putin, the then-President of Russia, following a Kremlin-sponsored law which allowed regional governors to be appointed by the President instead of being popularly elected. The Governor of Leningrad Oblast (russian: Губернатор Ленинградской области) is the head of executive branch for the Leningrad Oblast, considered as Prime Minister of Leningrad Oblast. The Order of Labour Glory (Russian: ''Орден Трудовой Славы'') was a Soviet civilian award created on 18 January 1974 by the decision of the Praesidium of Supreme Soviet of the USSR. Closely modelled on the Order of Glory, it was meant to be its civilian counterpart, awarded for exceptional labour achievements.
