Major General Valery Ivanovich Flyustikov () is a Russian military officer. Since 2018, he has served as the commander of the Russian Special Operations Forces replacing Aleksandr Matovnikov. The Special Operations Forces of the Armed Forces of the Russian Federation, commonly known as the Special Operations Forces (SOF; rus, Силы специальных операций; ССО, Sily spetsial’nykh operatsiy; SSO) are strategic-level special forces under the Special Operations Forces Command ( rus, командование сил специальных операций; KCCO, Komandovanie sil spetsial’nalnykh operatsii; KSSO or KSO) of the General Staff of the Armed Forces of the Russian Federation. Aleksandr Anatolyevich Matovnikov (russian: Александр Анатольевич Матовников; born on 19 September 1965), is a Russian statesman and military leader, who is a Lieutenant General as of 2018, and currently the Deputy Commander-in-Chief of the Ground Forces of the Russian Federation since 22 January 2020. He was awarded the title Hero of the Russian Federation in 2017. Matovnikov was the 4th Plenipotentiary Representative in the North Caucasus Federal District from 2018 to 2020.
