Vaino Olavi Partanen
Chief Petty Officer 1st Class Vaino Olavi Partanen (27 May 1928 – 23 October 1969) was a member of the Canadian Forces and a recipient of the Cross of Valour for his actions during an engine room explosion aboard HMCS ''Kootenay'' on 23 October 1969. The Cross of Valour is Canada's highest decoration for bravery in non-combat circumstances. He was born in Antrea, Finland. His citation reads: :CWO Vaino Olavi Partanen was chief engine room artificer aboard HMCS ''Kootenay''. He remained at his post to inform the bridge when an explosion and fire devastated the engine room. The Cross of Valour (french: Croix de la vaillance) is a decoration that is, within the Canadian system of honours, the second highest award (surpassed only by the Victoria Cross), the highest honour available for Canadian civilians, and the highest of the three Canadian Bravery Decorations. HMCS Kootenay (DDE 258)
HMCS ''Kootenay'' was a destroyer escort that served in the Royal Canadian Navy and Canadian Forces from 1959 until 1996. She was the fifth ship in her class and the second vessel to carry the designation . The ship suffered two serious incidents in her career: a 1969 explosion and ensuing fire that killed nine, and a 1989 collision that required the complete replacement of her bow. Following her service, the ship was sunk as an artificial reef. Lewis John Stringer
Petty Officer 2nd Class Lewis John Stringer (1930–1969) was one of nine sailors who died aboard in an incident for which he was posthumously awarded the Cross of Valour, Canada's second highest bravery decoration. He is commemorated on a plaque at Admiralty Garden, CFB Halifax. The citation reads :"Sgt Lewis John Stringer of Dartmouth, Nova Scotia, and Hamilton, Ontario, who died from the effects of smoke inhaled while he organized the evacuation of men from the ship's cafeteria following an explosion aboard HMCS Kootenay. Canadian Forces Decoration
The Canadian Forces' Decoration (post-nominal letters "CD") is a Canadian award bestowed upon members of the Canadian Armed Forces who have completed twelve years of military service, with certain conditions. By convention, it is also given to the Governor General of Canada upon his or her appointment as viceroy, which includes the title of Commander-in-Chief in and over Canada. The decoration is awarded to all ranks, who must have a good record of conduct during the final eight years of claimed service. The first Governor General to receive the CD was Viscount Alexander of Tunis in 1951. The medal was initially awarded to all members of the Royal Family who served in the Canadian Forces, even without completion of twelve years of service; this has, however, not been automatic since 1953.
