Vaovasamanaia Filipo
Vaovasamanaia Reginald Filipo (also known as Reginald Paul Phillips) (died 1993) was a Samoan politician, Cabinet Minister, and Judge. He was the first Samoan appointed Chief Justice of Samoa. Vaovasamanaia Reginald was the husband of Samoan politician Faimaala Filipo. He was elected to the Legislative Assembly of Samoa in the 1973 election, winning the seat of Palauli West which had previously been held by his wife. In 1975 he was appointed Minister of Agriculture in the Cabinet of Tupua Tamasese. He was re-elected at the 1976 election and appointed Minister of Finance in the government of Tui Atua Tupua Tamasese Efi, a role he held until 1982. In May 1983 he was appointed Chief Justice by Prime Minister Tofilau Eti Alesana, and resigned from the Fono. Tofilau Eti Alesana, AC, born Aualamalefalelima Alesana (4 June 1924 – 19 March 1999) was a Samoan politician who served as the fifth prime minister of Samoa from 1982 to 1985, and again from 1988 until his resignation in 1998. The Chief Justice of Samoa ( sm, Faamasino Sili o le Faamasinoga Sili o Samoa) is the chief justice of the Supreme Court of Samoa. The qualifications and powers of the office are governed by Part VI of the Constitution of Samoa and the Judicature Ordinance 1961. The position is currently held by Satiu Simativa Perese. History Under the American–British–German condominium, the Supreme Court of Justice for Samoa was established by Article III of the Treaty of Berlin (1889), with the single judge of the court being called the Chief Justice per Section 1 of that Article. The first Chief Justice was Swedish jurist Conrad Cedercrantz, who was appointed in 1890. 1976 Western Samoan General Election
General elections were held in Western Samoa on 21 February 1976. All candidates ran as independents and voting was restricted to Matai and citizens of European origin ("individual voters"), with the Matai electing 45 MPs and Europeans two. Following the election, Tupuola Efi became Prime Minister. Campaign A total of 169 candidates contested the 47 seats. Four seats had only one candidate, who was returned unopposed. Results Of the 36 incumbent MLAs contesting the elections, only 14 were re-elected. Ministers Alfonso Philipp and Fepuleai Samuelu were amongst those losing their seats. Aftermath The election result in Fa'asaleleaga No. 4 where I'iga Suafole had won by one vote was overturned following a petition by runner-up Mulitalo Siafausa, who claimed that unqualified voters had participated in the election.
