V. A. Kandiah
Velupillai Ambalavanar Kandiah (3 September 1891 – 4 June 1963) was a Ceylon Tamil lawyer, politician and Member of Parliament. Early life and family Kandiah was born on 3 September 1891. He was from the island of Velanaitivu in northern Ceylon. He was educated at Jaffna Hindu College and St. Joseph's College, Colombo. After school Kandiah joined the Ceylon University College, graduating in 1922 with a B.Sc. degree. Kandiah married and had two sons and three daughters. Career Kandiah taught science at St. Joseph's College, Colombo for about eight years before joining the legal profession and becoming an advocate. He practised law in Colombo. Kandiah stood as a candidate in Colombo Central at the 1947 parliamentary election but was unsuccessful. 1947 Ceylonese Parliamentary Election
Parliamentary elections were held in Ceylon between 23 August and 20 September 1947. They were the first elections overseen and administered by the newly formed Department of Parliamentary Elections. Background This is considered the first national election held in Sri Lanka (then known as Ceylon). Although it took place before independence was actually granted, it was the first election under the Soulbury Constitution. Some of the major figures who had led the independence struggle were found in the rightwing United National Party led by D.S. Senanayake. In opposition were the Trotskyist Lanka Sama Samaja Party and Bolshevik Leninist Party of India, the Communist Party of Ceylon, the Ceylon Indian Congress and an array of independents. The ''Daily News'' is an English-language newspaper in Sri Lanka. It is now published by the Associated Newspapers of Ceylon Limited (Lake House), a government-owned corporation. The newspaper commenced publishing on 3 January 1918. D. R. Wijewardena was its founder. The present-day newspaper is written as a broadsheet, with photographs printed both in color and black and white. Weekday printings include the main section, containing news on national affairs, international affairs, business, political analysis, sports, editorials and opinions. A Government Agent (GA) or a District Secretary is a Sri Lankan civil servant of the Sri Lanka Administrative Service appointed by the central government to govern a certain district of the country. The GA is the administrative head of public services in the District. As Sri Lanka has 25 districts, there are 25 governments agents at any given time. Old Park
Old Park ( ta, பழைய பூங்கா ''Paḻaiya Pūṅkā'') is a 27 acre urban park in the city of Jaffna in northern Sri Lanka. It was originally built in the 19th century as the gardens and grounds of the residency of the British Government Agent for the Northern Province. History British Government Agent Percival Ackland Dyke purchased a 27 acre land in Jaffna using his own funds to serve as his residency and gardens/grounds. Dyke served as Government Collector for Jaffna for four years (1829–33) and Government Agent for the Northern Province for 32 years (1833–43; 1843–60; 1861–67). Dyke was known as the "Raja of the North". He was buried at St. John's Cemetery at Chundikuli, Jaffna after his death on 9 October 1867. Dyke bequeathed Old Park, via an irrevocable deed of gift through Queen Victoria, to his successors rent free. Kachcheri
A kachcheri or district secretariat is the principal government department that administrates a district in Sri Lanka. Each of the 25 districts has a kachcheri. The main tasks of the District Secretariat involve coordinating communications and activities of the central government and Divisional Secretariats. The District Secretariat is also responsible for implementing and monitoring development projects at the district level and assisting lower-level subdivisions in their activities, as well as revenue collection and coordination of elections in the district. The head of a District Secretariat is the ''District Secretary'' formally known as the Government Agent. July 1960 Ceylonese Parliamentary Election
Snap parliamentary elections were held in Ceylon in July 1960. Background The March 1960 election had left neither of Ceylon's two major parties with a majority, so another election was inevitable. The Sri Lanka Freedom Party, which had been in disarray since the murder of its leader S.W.R.D. Bandaranaike the previous year, settled on his widow, Sirimavo, as its new leader. She pledged to continue her husband's policies, notably the Sinhala Only Act, and to proceed with repatriation of the estate Tamils to India. However, she promised to reach a compromise with the Federal Party. The United National Party, led by Dudley Senanayake, refused to compromise with the Federal Party.
