Urban Search and Rescue Florida Task Force 2 or FL-TF2 is a FEMA Urban Search and Rescue Task Force based in Miami, Florida and sponsored by the Miami Fire Department. FL-TF2 was started in 1991 and is designed to respond to a variety of disasters, including earthquakes, hurricanes, and terrorist attacks. The Miami Fire Department sponsors the team, and provides administrative staff as well as warehouse space and other infrastructure needs. The team is composed of experts from 23 additional fire and police departments as well as civilians making up the 210 members of the team. The Federal Emergency Management Agency (FEMA) is an agency of the United States Department of Homeland Security (DHS), initially created under President Jimmy Carter by Presidential Reorganization Plan No. 3 of 1978 and implemented by two Executive Orders on April 1, 1979. The collapse of the World Trade Center occurred during the terrorist attacks of September 11, 2001, after the Twin Towers were struck by two hijacked commercial airliners. Surfside is a town in Miami-Dade County, Florida, United States. The population was 5,689 as of the 2020 census. Surfside is a primarily residential beachside community, with several multistory condominium buildings adjacent to Surfside Beach on the Atlantic Ocean. A disaster, catastrophic Moment magnitude scale, magnitude 7.0 Mw earthquake struck Haiti at 16:53 local time (21:53 UTC) on Tuesday, 12 January 2010. The epicenter was near the town of Léogâne, Ouest (department), Ouest department, approximately west of Port-au-Prince, Haiti's capital. Hurricane Frances was the second most intense tropical cyclone in the Atlantic during 2004 and proved to be very destructive in Florida. It was the sixth named storm, the fourth hurricane, and the third major hurricane of the 2004 Atlantic hurricane season. The system crossed the open Atlantic in late August, moving to the north of the Lesser Antilles while strengthening. Its outer bands struck Puerto Rico and the British Virgin Islands while passing north of the Caribbean Sea. The Space Shuttle ''Columbia'' disaster was a fatal accident in the United States space program that occurred on February 1, 2003. During the STS-107 mission, Space Shuttle ''Columbia'' disintegrated as it reentered the atmosphere over Texas, killing all seven astronauts on board. Hurricane Floyd was a very powerful Cape Verde hurricane which struck the Bahamas and the East Coast of the United States. It was the sixth named storm, fourth hurricane, and third major hurricane in the 1999 Atlantic hurricane season. A FEMA Urban Search and Rescue Task Force (US&R Task Force) is a team of individuals specializing in urban search and rescue, disaster recovery, and emergency triage and medicine. The teams are deployed to emergency and disaster sites within six hours of notification. The Federal Emergency Management Agency (FEMA) created the Task Force concept to provide support for large scale disasters in the United States. FEMA provides financial, technical and training support for the Task Forces as well as creating and verifying the standards of Task Force personnel and equipment. There are 28 Task Forces in the United States, each sponsored by a local agency.
