University of Shanghai for Science and Technology (USST; ), founded in 1906, is a public university in Shanghai, China. With more than 110 years of history, USST has today become a comprehensive university, which now covers six main disciplines (engineering, science, economics, management, literature and law). In July 2016, USST was selected as one of 25 universities which are jointly-sponsored and built by China's State Administration for Science, Technology and Industry for National Defence and provincial or municipal government (Shanghai Municipal Government). National Natural Science Foundation Of China
The National Natural Science Foundation of China (NSFC; ) is an organization directly affiliated to China's State Council for the management of the National Natural Science Fund. History NSFC was founded in February 1986 by theoretical chemist Tang Aoqing, with the approval of the State Council. It is an institution for the management of the National Natural Science Fund, aimed at promoting and financing basic research and applied research in China. In 2010 NSFC launched a medical department, analogous to the United States' National Institutes of Health. The 863 program () or State High-Tech Development Plan () was a program funded and administered by the government of the People's Republic of China intended to stimulate the development of advanced technologies in a wide range of fields for the purpose of rendering China independent of financial obligations for foreign technologies. It was inspired by the Strategic Defense Initiative proposed by U.S. President Ronald Reagan in 1983, and was ended in 2016. On March 3, 1986, the program was suggested by Wang Daheng, Wang Ganchang, Yang Jiachi, and Chen Fangyun in a letter to China's paramount leader Deng Xiaoping, who approved the program within 2 days. The program was initially led by Zhao Ziyang, who was the Premier of China at the time, and received a governmental fund of 10 billion RMB in 1986, which accounts for 5% of the total government spending that year.
