The 2017 University of Puerto Rico strikes were a series of student strikes which began on 28 March 2017, when the university's campus at Rio Piedras declared a one-week shutdown, from 28 March to 5 April followed by an indefinite strike, which began on 6 April. The strikes come as a response to a budget cut of $450 million to the public university system, proposed by the controversial Puerto Rico Oversight, Management, and Economic Stability Act. A national assembly, which took place on 5 April, was attended by ten of the eleven campuses, the University High School, the Conservatory of Music of Puerto Rico, and the Escuela de Artes Plásticas y Diseño de Puerto Rico. They voted in favor of an indefinite system-wide strike, which began on 6 April. Campus protest or student protest is a form of student activism that takes the form of protest at university campuses. Such protests encompass a wide range of activities that indicate student dissatisfaction with a given political or academics issue and mobilization to communicate this dissatisfaction to the authorities (university or civil or both) and society in general and hopefully remedy the problem. PROMESA
The Puerto Rico Oversight, Management, and Economic Stability Act (PROMESA) is a U.S. federal law enacted in 2016 that established a financial oversight board, a process for restructuring debt, and expedited procedures for approving critical infrastructure projects in order to combat the Puerto Rican government-debt crisis. Through PROMESA, the US Congress established an appointed Fiscal Control Board (FCB), known colloquially in Puerto Rico as "la junta," to oversee the debt restructuring. With this protection the then-governor of Puerto Rico, Alejandro García Padilla, suspended payments due on July 1, 2016. The University High School, ( es, Escuela Secundaria de la Universidad de Puerto Rico) commonly referred to by its initials "UHS", in San Juan, Puerto Rico is a college preparatory laboratory high school operated by the Faculty of Education of the University of Puerto Rico. The 2010–2011 University of Puerto Rico strikes (UPR) refer to the student strikes which took place between May 2010 and June 2010 in ten of the university system's eleven constituent institutions, as well as the protests that occurred from October 2010 to February 2011. The 2010 strike began as a 48-hour walk-out on April 21, 2010, at the Rio Piedras Campus. The strike quickly grew in size and support as other campuses joined the protest. The strike forced UPR's Río Piedras Campus to shut down for more than 60 days.
