Chandigarh () is a planned city in India. Chandigarh is bordered by the state of Punjab to the west and the south, and by the state of Haryana to the east. Panjab University (PU) is a Collegiate university, collegiate public state university located in Chandigarh, Punjab. Funded through both Punjab, India, State and Government of India, Union governments, it is considered a state university (India), state university. In India, state universities are run and funded by the state government of each of the states of India. Following the adoption of the Constitution of India in 1950, education became a state responsibility. Literacy in India is a key for social-economic progress. The 2011 census, indicated a 2001–2011 literacy growth of 97.2%, which is slower than the growth seen during the previous decade.
