United Nations Security Council Resolution 852
United Nations Security Council resolution 852, adopted unanimously on 28 July 1993, after recalling previous resolutions on the topic including 501 (1982), 508 (1982), 509 (1982) and 520 (1982) as well as studying the report by the Secretary-General on the United Nations Interim Force in Lebanon (UNIFIL) approved in 426 (1978), the Council decided to extend the mandate of UNIFIL for a further six months until 31 January 1994. The Council then reemphasised the mandate of the Force and requested the Secretary-General Boutros Boutros-Ghali to report back on the progress made with regard to the implementation of resolutions 425 (1978) and 426 (1978). United Nations Security Council Resolution
A United Nations Security Council resolution is a United Nations resolution adopted by the fifteen members of the Security Council (UNSC); the United Nations (UN) body charged with "primary responsibility for the maintenance of international peace and security". The UN Charter specifies (in Article 27) that a draft resolution on non-procedural matters is adopted if nine or more of the fifteen Council members vote for the resolution, and if it is not vetoed by any of the five permanent members. Draft resolutions on "procedural matters" can be adopted on the basis of an affirmative vote by any nine Council members. The Palestine Liberation Organization (PLO) recruited militants in Lebanon from among the Palestinian refugees who had been expelled or fled after the creation of Israel in 1948. After the PLO leadership and its Fatah brigade were expelled from Jordan in 1970–71 for fomenting a revolt, they entered Southern Lebanon, resulting in an increase of internal and cross-border violence. Operation Accountability
On July 25, 1993, Israeli forces launched a week-long attack against Lebanon named Operation Accountability ( he, מבצע דין וחשבון, Mivtza Din VeHeshbon) in Israel and the Seven-Day War in Lebanon. Israel specified three purposes to the operation, to strike directly at Hezbollah, to make it difficult for Hezbollah to use southern Lebanon as a base for striking Israel, and to displace refugees in the hopes of pressuring the Lebanese government to intervene against Hezbollah. The affected civilian population included both Lebanese and Palestinian refugees. United Nations Security Council resolution 501, adopted on 25 February 1982, after recalling previous resolutions on the topic, particularly Resolution 425 (1978), and considering a report from the Secretary-General on the United Nations Interim Force in Lebanon (UNIFIL), the Council noted the continuing need for the Force given the situation between Israel and Lebanon. The resolution went on to increase the size of UNIFIL from 6,000 to 7,000 personnel, and then reiterated the objectives of the Force, including the demand that it be free to operate in the region without restriction.
