United Nations Security Council Resolution 38
United Nations Security Council Resolution 38, adopted on January 17, 1948, called upon the governments of India and Pakistan to refrain from in any way aggravating the situation in Kashmir and deploy any means at their disposal to improve it. It further requests both governments inform the council of any material changes in the situation while it is under the Council’s consideration. The resolution was approved nine votes to none, with Ukrainian SSR and the Soviet Union abstaining. United Nations Security Council Resolution
A United Nations Security Council resolution is a United Nations resolution adopted by the fifteen members of the Security Council (UNSC); the United Nations (UN) body charged with "primary responsibility for the maintenance of international peace and security". The UN Charter specifies (in Article 27) that a draft resolution on non-procedural matters is adopted if nine or more of the fifteen Council members vote for the resolution, and if it is not vetoed by any of the five permanent members. Draft resolutions on "procedural matters" can be adopted on the basis of an affirmative vote by any nine Council members. The United Nations Security Council (UNSC) is one of the six principal organs of the United Nations (UN) and is charged with ensuring international peace and security, recommending the admission of new UN members to the General Assembly, and approving any changes to the UN Charter.
