2013 North Korean Nuclear Test
On 12 February 2013, North Korean state media announced it had conducted an underground nuclear test, its third in seven years. A tremor that exhibited a nuclear bomb signature with an initial magnitude 4.9 (later revised to 5.1) was detected by the China Earthquake Networks Center, Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization and the United States Geological Survey. In response, Japan summoned an emergency United Nations meeting for 12 February and South Korea raised its military alert status. ''Chong Chon Gang'' (Hangeul, Chosŏn'gŭl: , Hanja: ) is a North Korean cargo ship, later renamed the ''Tong Hung San''. The cargo ship, general cargo ship was built in 1977 in Nampo. Its owner is listed as Chongchongang Shipping of Pyongyang. Chongchongang Shipping may be a front company answering to Room 39, "Office #39" (otherwise known as the Central Committee Bureau 39) of the Workers' Party of Korea (WPK), which is responsible for state-sanctioned illicit activities such as the smuggling of United Nations Security Council Resolution 1718, prohibited items including weapons and luxury goods. Office #39 was created in 1974 as a department-level organization within the WPK Secretariat under the WPK Central Committee. Kwangmyŏngsŏng-3 Unit 2 or Gwangmyeongseong-3 ho 2-hogi (; English: Bright Star-3 Unit 2 or Lodestar-3 Unit 2) is the first satellite successfully launched from North Korea, an Earth observation spacecraft that was launched on 12 December 2012, 00:49 UTC, in order to replace the original Kwangmyŏngsŏng-3, which failed to reach orbit on 13 April 2012. The United Nations Security Council condemned the satellite launch, regarding it as a violation of the ban on North Korean ballistic missile tests, as the rocket technology is the same. The launch came during the period when the DPRK was commemorating the first anniversary of the death of former leader Kim Jong-il and just before the first South Korean domestic launch of a satellite and the South Korean presidential election on 19 December 2012. United Nations Security Council Resolution 1718 was adopted unanimously by the United Nations Security Council on October 14, 2006. The resolution, passed under Chapter VII, Article 41, of the UN Charter, imposes a series of economic and commercial sanctions on the Democratic People's Republic of Korea (the DPRK, or North Korea) in the aftermath of that nation's claimed nuclear test of October 9, 2006. Provisions UNSCR 1718 banned a range of imports and exports to North Korea and imposed an asset freeze and travel ban on persons involved in the country’s nuclear program.
