United Nations Security Council Resolution 1547
United Nations Security Council resolution 1547, adopted unanimously on 11 June 2004, after welcoming the commitment of the Sudanese government and Sudan People's Liberation Army/Movement (SPLA/M) to work towards a full ceasefire and peace agreement to end the Second Sudanese Civil War, the council established a United Nations Advance Team in Sudan to prepare for a future United Nations operation following the signing of the Comprehensive Peace Agreement. The brief reference to the situation in the Darfur region divided Council members, with Algeria, China and Pakistan against a mention of Darfur and the other two-thirds of the council supporting its inclusion. The Security Council praised the work of the Intergovernmental Authority on Development and others for their role in the peace process. Government of Sudan is the federal provisional government created by the constitution of Sudan having the executive, parliament, and the judiciary. Previously, a ''president'' was head of state, head of government, and commander-in-chief of the Sudanese Armed Forces in a ''de jure'' multi-party system. Legislative power was officially vested in both the government and in the two chambers, the National Assembly (lower) and the Council of States (higher), of the bicameral National Legislature. The judiciary is independent and obtained by the Constitutional Court. However, following a deadly civil war and the still ongoing genocide in Darfur, Sudan was widely recognized as a totalitarian state where all effective political power was held by President Omar al-Bashir and his National Congress Party (NCP). Kofi Annan
Kofi Atta Annan (; 8 April 193818 August 2018) was a Ghanaian diplomat who served as the seventh secretary-general of the United Nations from 1997 to 2006. Annan and the UN were the co-recipients of the 2001 Nobel Peace Prize. He was the founder and chairman of the Kofi Annan Foundation, as well as chairman of The Elders, an international organisation founded by Nelson Mandela.
