United Nations Convention On Environmental Modification
United Nations General Assembly Resolution 31/72 referred the Environmental Modification Convention (ENMOD) “to all States for their consideration, signature, and ratification”. The resolution was adopted on 10 December 1976 at the 31st Session of the UN General Assembly. The convention aims to prohibit the military or other hostile use of environmental modification techniques that have widespread, long-lasting, or severe effects. The convention entered into force on 5 October 1978. History According to the historical narrative of the U.S. Department of State, "although the use of environmental modification techniques for hostile purposes does not play a major role in military planning at the present time," the U.S. Government sought that such techniques might be developed in the future and "would pose a threat of serious damage unless action was taken to prohibit their use." Accordingly, in July 1972, the U.S. Government renounced the use of climate modification techniques ...

Environmental Modification Convention
The Environmental Modification Convention (ENMOD), formally the Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques is an international treaty prohibiting the military or other hostile use of environmental modification techniques having widespread, long-lasting or severe effects. It opened for signature on 18 May 1977 in Geneva and entered into force on 5 October 1978. The Convention bans weather warfare, which is the use of weather modification techniques for the purposes of inducing damage or destruction. The Convention on Biological Diversity of 2010 would also ban some forms of weather modification or geoengineering. Many states do not regard this as a complete ban on the use of herbicides in warfare, such as Agent Orange, but it does require case-by-case consideration. Parties The convention was signed by 48 states; 16 of the signatories have not ratified. As of 2022 the convention has 78 state parties. History Th ...

Treaties Concluded In 1977
A treaty is a formal, legally binding written agreement between actors in international law. It is usually made by and between sovereign states, but can include international organizations, individuals, business entities, and other legal persons. A treaty may also be known as an international agreement, protocol, covenant, convention, pact, or exchange of letters, among other terms. However, only documents that are legally binding on the parties are considered treaties under international law. Treaties vary on the basis of obligations (the extent to which states are bound to the rules), precision (the extent to which the rules are unambiguous), and delegation (the extent to which third parties have authority to interpret, apply and make rules). Treaties are among the earliest manifestations of international relations, with the first known example being a border agreement between the Sumerian city-states of Lagash and Umma around 3100 BC. International agreements were used in so ...

Chemical Warfare
Chemical warfare (CW) involves using the toxic properties of chemical substances as weapons. This type of warfare is distinct from nuclear warfare, biological warfare and radiological warfare, which together make up CBRN, the military acronym for chemical, biological, radiological, and nuclear (warfare or weapons), all of which are considered "weapons of mass destruction" (WMDs), a term that contrasts with conventional weapons. The use of chemical weapons is prohibited under customary international humanitarian law. Definition Chemical warfare is different from the use of conventional weapons or nuclear weapons because the destructive effects of chemical weapons are not primarily due to any explosive force. The offensive use of living organisms (such as anthrax) is considered biological warfare rather than chemical warfare; however, the use of nonliving toxic products produced by living organisms (e.g. toxins such as botulinum toxin, ricin, and saxitoxin) ''is'' consider ...

Environmental Treaties
An international environmental agreement or sometimes environmental protocol, is a type of treaty binding in international law, allowing them to reach an environmental goal. In other words, it is "an intergovernmental document intended as legally binding with a primary stated purpose of preventing or managing human impacts on natural resources." An agreement between two nations is known as a bilateral environmental agreement. If the agreement is made among three or more nations, it is called a multilateral environmental agreement (MEA). Such agreements, primarily produced by the United Nations, cover subjects such as atmospheric policies, freshwater policies, hazardous waste and substance policies, the marine environment, nature conservation policies, noise pollution and nuclear safety. History and use The use of multilateral environment agreements began in 1857, when a German agreement regulated the flow of water from Lake Constance to Austria and Switzerland. International en ...

Cold War Treaties
Cold is the presence of low temperature, especially in the atmosphere. In common usage, cold is often a subjective perception. A lower bound to temperature is absolute zero, defined as 0.00K on the Kelvin scale, an absolute thermodynamic temperature scale. This corresponds to on the Celsius scale, on the Fahrenheit scale, and on the Rankine scale. Since temperature relates to the thermal energy held by an object or a sample of matter, which is the kinetic energy of the random motion of the particle constituents of matter, an object will have less thermal energy when it is colder and more when it is hotter. If it were possible to cool a system to absolute zero, all motion of the particles in a sample of matter would cease and they would be at complete rest in the classical sense. The object could be described as having zero thermal energy. Microscopically in the description of quantum mechanics, however, matter still has zero-point energy even at absolute zero, because ...

Weather Modification
Weather modification is the act of intentionally manipulating or altering the weather. The most common form of weather modification is cloud seeding, which increases rain or snow, usually for the purpose of increasing the local water supply. Weather modification can also have the goal of preventing damaging weather, such as hail or hurricanes, from occurring; or of provoking damaging weather against the enemy, as a tactic of military or economic warfare like Operation Popeye, where clouds were seeded to prolong the monsoon in Vietnam. Weather modification in warfare has been banned by the United Nations under the Environmental Modification Convention. History A popular belief in Northern Europe that shooting prevents hail caused many agricultural towns to fire cannons without ammunition. Veterans of the Seven Years' War, Napoleonic wars, and the American Civil War reported that rain fell after every large battle. After their stories were collected in ''War and Weather'', the ...

United Nations General Assembly
The United Nations General Assembly (UNGA or GA; french: link=no, Assemblée générale, AG) is one of the six principal organs of the United Nations (UN), serving as the main deliberative, policymaking, and representative organ of the UN. Currently in its 77th session, its powers, composition, functions, and procedures are set out in Chapter IV of the United Nations Charter. The UNGA is responsible for the UN budget, appointing the non-permanent members to the Security Council, appointing the UN secretary-general, receiving reports from other parts of the UN system, and making recommendations through resolutions. It also establishes numerous subsidiary organs to advance or assist in its broad mandate. The UNGA is the only UN organ wherein all member states have equal representation. The General Assembly meets under its president or the UN secretary-general in annual sessions at the General Assembly Building, within the UN headquarters in New York City. The main part of the ...
