Unitary Development Plan
In United Kingdom planning law, a unitary development plan (UDP) is a development plan prepared by a metropolitan district, London Borough or some unitary local authorities. Background UDPs contains policies equivalent to those in both a structure plan and a local plan. UDPs were introduced by the Local Government Act 1985 and were produced up to around 2004, when the Planning and Compulsory Purchase Act 2004 replaced them with Local Plans. By virtue of specific transitional provisions, some plans are still in effect as of 2020. The unitary development plan was used at all stages of production and is reliant on criteria-based policies. Often contentious sites are proposed, which may generate significant opposition to the proposal. The existing system of UDPs makes it very difficult to provide a clearer framework. A development plan sets out a local authority's policies and proposals for land use in their area. The term is usually used in the United Kingdom. A Local Plan is one type of development plan. The development plan guides and shapes day-to-day decisions as to whether or not planning permission should be granted, under the system known as '' development control'' ('' development management'' in Scotland). In order to ensure that these decisions are rational and consistent, they must be considered against the development plan adopted by the authority, after public consultation and having proper regard for other material factors. Metropolitan District
A metropolitan borough (or metropolitan district) is a type of local government district in England. Created in 1974 by the Local Government Act 1972, metropolitan boroughs are defined in English law as metropolitan districts within metropolitan counties. The London boroughs are the 32 local authority districts that together with the City of London make up the administrative area of Greater London; each is governed by a London borough council. The present London boroughs were all created at the same time as Greater London on 1 April 1965 by the ''London Government Act 1963'' and are a type of local government district. A unitary authority is a local authority responsible for all local government functions within its area or performing additional functions that elsewhere are usually performed by a higher level of sub-national government or the national government. Typically unitary authorities cover towns or cities which are large enough to function independently of a council or other authority. An authority can be a unit of a county or combined authority. Local Government Act 1985
The Local Government Act 1985 is an Act of Parliament in the United Kingdom. Its main effect was to abolish the six county councils of the metropolitan counties that had been set up in 1974, 11 years earlier, by the Local Government Act 1972, along with the Greater London Council that had been established in 1965. In their place many single purpose authorities known collectively as 'joint authorities' were established for fire service, police and passenger transport. An ad hoc education authority was established for Inner London and a planning authority for Greater London. The Planning and Compulsory Purchase Act 2004 (c 5) is an Act of the Parliament of the United Kingdom. It was promoted by the Office of the Deputy Prime Minister. It substantially reforms the town planning and compulsory purchase framework in the United Kingdom. It both amended and repealed significant parts of the existing planning and compulsory purchase legislation in force at the time, including the Town and Country Planning Act 1990, and introduced reforms such as the abolition of Local Plans and Structure Plans, and their replacement with Local Development Frameworks.
