Uniform Physical Condition Standards
Uniform Physical Condition Standards (UPCS) is the name used to refer to a set of standards used by inspectors working for the United States Department of Housing and Urban Development (HUD) and the Real Estate Assessment Center (REAC) to assess the physical condition of public housing units and housing units which are insured by or assisted under various programs of HUD. HUD originally proposed these standards in the Federal Register on September 1, 1998 and followed up with publications at later dates further explaining and clarifying these standards and requirements. These standards were also adopted by the Internal Revenue Service (IRS) on January 1, 2001 for monitoring the physical condition of units in the Low Income Housing Tax Credit program. UPCS organizes properties for evaluation based on five inspectable areas: Site, Building Exterior, Building Systems, Common Areas, and Unit. The United States Department of Housing and Urban Development (HUD) is one of the executive departments of the U.S. federal government. It administers federal housing and urban development laws. Public Housing In The United States
In the United States, subsidized housing is administered by federal, state and local agencies to provide subsidized rental assistance for low-income households. Public housing is priced much below the market rate, allowing people to live in more convenient locations rather than move away from the city in search of lower rents. The Low-Income Housing Tax Credit (LIHTC - often pronounced "lie-tech", Housing Credit) is a dollar-for-dollar tax credit in the United States for affordable housing investments. It was created under the Tax Reform Act of 1986 (TRA86) and gives incentives for the utilization of private equity in the development of affordable housing aimed at low-income Americans, with affordability restrictions on the properties expiring 15-30 years later. HUD USER is an information source containing reports and reference documents for the U.S. Department of Housing and Urban Development (HUD). HUD USER was established by the HUD's Office of Policy Development and Research (PD&R) in 1978. The Regulatory Barriers Clearinghouse (RBC) collects, processes, assembles, and disseminates information on existing barriers that inhibit the production and conservation of affordable housing.
