The United States House Committee on Merchant Marine and Fisheries is a defunct committee of the U.S. House of Representatives. The Committee on Merchant Marine and Fisheries was created on December 21, 1887, replacing the Select Committee on American Shipbuilding and Shipowning Interests. The House Rules defined its jurisdiction as those matters concerning the United States Merchant Marine. This included all matters relating to transportation by water, the United States Coast Guard, life-saving service, lighthouses, lightships, ocean derelicts, the Coast and Geodetic Survey, the Panama Canal, and fisheries. A congressional committee is a legislative sub-organization in the United States Congress that handles a specific duty (rather than the general duties of Congress). Gerry Eastman Studds (; May 12, 1937 – October 14, 2006) was an American Democratic Congressman from Massachusetts who served from 1973 until 1997. He was the first openly gay member of Congress. In 1983 he was censured by the House of Representatives after he admitted to a "consensual" relationship with a 17-year-old page. Leonor Kretzer Sullivan (August 21, 1902 – September 1, 1988) was a member of the United States House of Representatives from Missouri. She was a Democrat and the first woman in Congress from Missouri. Biography Born Leonor Kretzer in St. Louis, Missouri, three of her grandparents were German immigrants. Sullivan attended Washington University in St. Louis and was a teacher and director at St. Louis Comptometer school. She was married to John B. Sullivan, who served four terms in Congress, and she served as his administrative aide. Following her husband's death in 1951, she served as an aide to Congressman Leonard Irving until she left to run for Congress herself in 1952. She was re-elected eleven times. Edward Alexander Garmatz (February 7, 1903 – July 22, 1986), a Democrat, was a U.S. Congressman who represented the 3rd congressional district of Maryland from 1947 to 1973. Early life and career Born in Baltimore, Maryland; his father and maternal grandparents were German immigrants. Garmatz attended the public schools, including the Baltimore Polytechnic Institute. He engaged in the electrical business from 1920 to 1942, and was associated with the Maryland State Racing Commission from 1941 to 1944. He served as police magistrate from 1944 to 1947. Herbert Covington Bonner (May 16, 1891 – November 7, 1965) was a Democratic U.S. Congressman from North Carolina between 1940 and 1965. Born in Washington, North Carolina, Bonner attended school in Warrenton. He served in the United States Army during World War I, and worked as a salesman, a farmer, and then as secretary to Congressman Lindsay Warren from 1924 to 1940. Upon Warren's resignation from Congress in 1940, Bonner was elected simultaneously to complete the unexpired term, and was elected to the 77th Congress for a full term.
